<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhU2J2vzwJ_hCLexROBdgpqMHBsVKLRqONhp8WAkyy_0l8jRPrC8Enxn_O7SyClccmEcEqzqP8Dqgyj31RQcpHEErpBqwH8wjvJibq4PTrZnD_H6meT_puSL2tyZPpoc2GhRoLaV-jQ12Y/s1600/nkkp.gif"><img style="MARGIN: 0pt 0pt 10px 10px; WIDTH: 392px; FLOAT: right; HEIGHT: 531px; CURSOR: pointer" id="BLOGGER_PHOTO_ID_5740216629719676754" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhU2J2vzwJ_hCLexROBdgpqMHBsVKLRqONhp8WAkyy_0l8jRPrC8Enxn_O7SyClccmEcEqzqP8Dqgyj31RQcpHEErpBqwH8wjvJibq4PTrZnD_H6meT_puSL2tyZPpoc2GhRoLaV-jQ12Y/s400/nkkp.gif" border="0" /></a> By <strong>Juan Montoya</strong><br /><br />A Brownsville Police Department commander resigned suddenly shortly after he was confronted by Internal Affairs investigators with nude photos of himself that he had sent a city woman who asked for his help in helping her son who was involved in a traffic accident.<br />Details of the case have been kept hidden while Acting Police Chief Orlando Rodriguez and City Manager Charlie Cabler huddled to figure out a strategy on how best to handle the dissemination of the news to media outlets.<br />But Brownsville being Brownsville, a handful of media organs (no pun intended) are in possession of the photos reportedly sent to the woman by the former Commander William Ingram who suddenly retired on Tuesday April 21st at 10:21 am.<br />Ingram joined the department in 1977 and was promoted to Commander of Uniform Services September 16, 2009.<br />According to PD sources, the report filed against Ingram by the woman and now in possession of Internal Affairs has the victim claiming that after she approached Ingram to help her son with his case, he started sending her photos of himself and was persistent in that she send him some back.<br />The woman is said to have complied with one photograph of herself, but sources say they were nothing as revealing as the numerous nude photos Ingram sent her from the police station gymnasium using his city-issued cell phone.<br />This is not the first time that Ingram has made headlines in Brownsville. In July 21, 2010, he, along with Police Chief Carlos Garcia, Commander Robert Avitia, and then-Lt. Orlando Rodriguez and Lt. William Ingram were all involved the so-called Sandbag Scandal" prior to the arrival of Hurricane Alex where they had city employees deliver sandbags to their private homes.<br />Officers with the Brownsville Police Officer's Administration (BPOA) and Combined Law Enforcement Agencies of Texas (CLEAT) raised the allegations a police department-issued truck was used to pick up sandbags and that two Brownsville city employees assigned to the department delivered the sandbags to the homes of the four administrators.<br />However, that incident pales in comparison with the issues contained in the woman's complaint against Ingram.<br />"If this is what the commanders of the cops are doing, what can we expect from the lower ranks," said a source close to the city administration. ZAVALETTA'S CLAIMS FOUR YEARS AGO NOW RING TRUE

Mando was a rising star, albeit with some baggage with his close association with Limas who the then-judge appointed as his 404th court defender of choice. People were willing to give him the benefit of the doubt and ascribed Zavaletta's claims to campaign rhetoric.</div><br /><div>But just what was it that Zavaletta said back then?</div><br /><div>Zavaletta asked in his ad <span>"DID MONEY FROM AN ADMITTED MURDERER FIND ITS WAY TO THE CAMPAIGN ACCOUNT OF THE DISTRICT ATTORNEY?"</span></div><br /><div><span>Zavaletta claimed that "based on sworn testimony and official documents, money from an admitted murderer who is still at large has found its way into the campaign account of District Attorney Armando Villalobos."</span></div><br /><div><span>He then went on to state that "On February 13, 2007, with a jury waiting to be selected and empaneled, Amit Livingston pled guilty to the brutal murder on September 30, 2005 of 32 year old Hermila Hernandez. The offense carried a penalty range of no less than 5 years and no more than 99 years confinement in state penitentiary, or life, plus a fine of up to $10,000.</span></div><br /><div><span>Under the plea agreement offered by the District Attorney, however, Livingston was to only serve 23 years in exchange for his guilty plea. Before reporting to the Texas Department of Criminal Justice Institutional Division to serve his sentence, however, Livingston was given 60 days to 'get his life straightened out.'â€</span></div><br /><div><span>Despite explaining that he ha objected in chambers to Limas' decision, Zavaletta claimed that the District Attorney did not publicly object or file an emergency appeal to stop the convicted murderer from walking out the courthouse doors.</span></div><br /><div><span>Livingston had earlier deposited $500,000 in cash as a bond to secure his return.<br />"On April 18, 2007, Amit Livingston, an admitted killer, failed to surrender to authorities to begin his sentence. He had absconded."</span></div><br /><div><span></span>Yesterday, in a 34-page indictment of Villalobos, federal prosecutors accused Villalobos of receiving two payments of $40,000 each from his former law partner in Dallas Eddie Lucio as part of his take from the splitting of the $500,000 cash bond after $300,000 was given to the family of the victim and the other $200,000 to Lucio for his prosecuting the civil suit.</div><br /><div>Peter Zavaletta's warnings, after all, may not have been campaign rhetoric at all, but may have been merely pointing to the tip of the corruption iceberg rearing its ugly head from the judicial wing of the Cameron County Courthouse.</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-259658381806944793?l=rrunrrun.blogspot.com' alt='' /></div>

Villalobos is identified as the Kingpin of the operation.. Lucio is identified as an associate in the enterprise and participated in paying bribes and kickbacks to Villalobos.<br /><span style="font-weight: bold;">â€"</span> Oct. 2, 2006-Dec. 25, 2007: Accepted $80,000 as consideration for the exercise of discretion in a criminal prosecution (Amit Livingston), including fashioning the terms of a plea agreement to include sentencing at the time a guilty plea was entered by the criminal defendant, a civil settlement in the companion civil case in the amount of the cash bond that had been posted, and the release pending self-report by the defendant to prison, all to permit the cash bond to be used to satisfy the civil judgement.<br />â€" Oct. 2, 2006 -Dec. 25, 2007: Offered to give, and did agree to offer and confer onto another person (Limas) approximately $9,600 or $9,700 as consideration for the exercise of judicial discretion to keep silent after acquiescing in the terms of a plea agreement to include sentencing at the time of a guilty plea was entered by a criminal defendant (Livingston) and to allow the cash bond posted ($500,000) to be used to satisfy the civil judgement in a companion case where Lucio was the attorney.<br />â€" June 27, 2008-Sept. 30-2008: Knowingly solicited and accepted an aided and abetted in the solicitation and acceptance from another approximately $10,000 in two separate payments of $5,000 one from defendant Lucio and one from Person G, in consideration of releasing seized money to pay $42,000 to Lucio and Person G.â€" May 6, 2010-May 20, 2010: accepted $5,000 in cash and $5,000 as a campaign contribution which was a portion of some $512,870 of seized money taken from a residence<br />â€" Nov. 2008-Feb. 2011: Took $5,000 from Person G in consideration for favorable decisions regarding his clientsâ€" Jan. 1, 2009-Dec. 31, 2009: Accepted $2,000 in consideration for issuing favorable prosecution decisions regarding clients of Limas<br />â€" April 2009-January 2011: accepted $5,000 from person E for favorable prosecution decisions<br /><br /><span style="font-weight: bold;">Count 2: Conpiracy</span><br /><br />Villalobos and Lucio are charged with participating in a criminal activity in the conduct of the affairs of that enterprise through a pattern of racketeering activity.<br /><br /><span style="font-weight: bold;">Count 3: Honest Services Fraud</span><br /><br />The government charges under this count that Lucio and Villalobos devised a scheme and artifice to defraud the citizens of Cameron County of the intangible right of honest and faithful services through kickbacks and the concealment of material information. Prosecutors charge that Villalobos sought to secretly use his official position to enrich himself by soliciting and accepting gifts, payments , and other things of value from attorneys and defendants in exchange for favorable official action, and for the attorneys and defendants to enrich themselves by secretly obtaining favorable official action for themselves through corrupt means.<br />(This count relates to the Amit Livingston case where Lucio filed a wrongful death lawsuit and then Villalobos agreed to have the murderer plead guilty to criminal charges for a sentence of 23 years. According to the plea agreement, Livingston would be allowed to remain free for 60 days before being taken into custody. The $500,000 bond posted by Livingston would be used to settle the civil suit with $300,000 going to the children of the murder victim and $200,000 to be paid Lucio. Later, Lucio remitted $80,000 to Villalobos in two payments from the proceeds of the civil case.)<br /><br /><span style="font-weight: bold;">Count 4: Hobbs Act</span><br /><br />Villalobos under the color of official right did obtain $200,000 in exchange for the performance and nonperformance of official acts<br /><br /><span style="font-weight: bold;">Count 5: Hobbs Act</span><br /><br />Villalobos and Lucio enabled Person 1 (Limas) to obtain property to which he was not entitled, namely approximately $9,600 or $9,700 plus another $1,000 in exchange of performance or nonperformance of judicial acts ]<br /><br /><span style="font-weight: bold;">Count 6: Honest Services Fraud (Money Truck)</span><br /><br />Villalobos and Lucio devised a scheme to defraud the citizens of Cameron County by Villalobos allowing Lucio and person G file an answer to a civil forfeiture action against a yellow Freightline tractor and trailer and approximately $900,000 in cash that had been seized in Cameron County. Villalobos agreed to settle the case returning the tractor trailer and $42,000 each to Lucio and Person G. Villalobos is identified as the Kingpin of the operation.. Lucio is identified as an associate in the enterprise and participated in paying bribes and kickbacks to Villalobos.<br /><span style="font-weight: bold;">â€"</span> Oct. 2, 2006-Dec. 25, 2007: Accepted $80,000 as consideration for the exercise of discretion in a criminal prosecution (Amit Livingston), including fashioning the terms of a plea agreement to include sentencing at the time a guilty plea was entered by the criminal defendant, a civil settlement in the companion civil case in the amount of the cash bond that had been posted, and the release pending self-report by the defendant to prison, all to permit the cash bond to be used to satisfy the civil judgement.<br />â€" Oct. 2, 2006 -Dec. 25, 2007: Offered to give, and did agree to offer and confer onto another person (Limas) approximately $9,600 or $9,700 as consideration for the exercise of judicial discretion to keep silent after acquiescing in the terms of a plea agreement to include sentencing at the time of a guilty plea was entered by a criminal defendant (Livingston) and to allow the cash bond posted ($500,000) to be used to satisfy the civil judgement in a companion case where Lucio was the attorney.<br />â€" June 27, 2008-Sept. 30-2008: Knowingly solicited and accepted an aided and abetted in the solicitation and acceptance from another approximately $10,000 in two separate payments of $5,000 one from defendant Lucio and one from Person G, in consideration of releasing seized money to pay $42,000 to Lucio and Person G.â€" May 6, 2010-May 20, 2010: accepted $5,000 in cash and $5,000 as a campaign contribution which was a portion of some $512,870 of seized money taken from a residence<br />â€" Nov. 2008-Feb. 2011: Took $5,000 from Person G in consideration for favorable decisions regarding his clientsâ€" Jan. 1, 2009-Dec. 31, 2009: Accepted $2,000 in consideration for issuing favorable prosecution decisions regarding clients of Limas<br />â€" April 2009-January 2011: accepted $5,000 from person E for favorable prosecution decisions<br /><br /><span style="font-weight: bold;">Count 2: Conpiracy</span><br /><br />Villalobos and Lucio are charged with participating in a criminal activity in the conduct of the affairs of that enterprise through a pattern of racketeering activity.<br /><br /><span style="font-weight: bold;">Count 3: Honest Services Fraud</span><br /><br />The government charges under this count that Lucio and Villalobos devised a scheme and artifice to defraud the citizens of Cameron County of the intangible right of honest and faithful services through kickbacks and the concealment of material information. Prosecutors charge that Villalobos sought to secretly use his official position to enrich himself by soliciting and accepting gifts, payments , and other things of value from attorneys and defendants in exchange for favorable official action, and for the attorneys and defendants to enrich themselves by secretly obtaining favorable official action for themselves through corrupt means.<br />(This count relates to the Amit Livingston case where Lucio filed a wrongful death lawsuit and then Villalobos agreed to have the murderer plead guilty to criminal charges for a sentence of 23 years. According to the plea agreement, Livingston would be allowed to remain free for 60 days before being taken into custody. The $500,000 bond posted by Livingston would be used to settle the civil suit with $300,000 going to the children of the murder victim and $200,000 to be paid Lucio. Later, Lucio remitted $80,000 to Villalobos in two payments from the proceeds of the civil case.)<br /><br /><span style="font-weight: bold;">Count 4: Hobbs Act</span><br /><br />Villalobos under the color of official right did obtain $200,000 in exchange for the performance and nonperformance of official acts<br /><br /><span style="font-weight: bold;">Count 5: Hobbs Act</span><br /><br />Villalobos and Lucio enabled Person 1 (Limas) to obtain property to which he was not entitled, namely approximately $9,600 or $9,700 plus another $1,000 in exchange of performance or nonperformance of judicial acts ]<br /><br /><span style="font-weight: bold;">Count 6: Honest Services Fraud (Money Truck)</span><br /><br />Villalobos and Lucio devised a scheme to defraud the citizens of Cameron County by Villalobos allowing Lucio and person G file an answer to a civil forfeiture action against a yellow Freightline tractor and trailer and approximately $900,000 in cash that had been seized in Cameron County. Villalobos agreed to settle the case returning the tractor trailer and $42,000 each to Lucio and Person G. Saenz supporter Silva used to post his candidate's campaign events on the group's website and so did other supporter of other candidates. When Castro decided that Silva could not publish the photos and closed off access to the site, the original designers of the website â€" Gilbert Velasquez, Sr. and Jr., , also Saenz supporters â€" demanded Castro pay them some $3,000 in fees for designing and maintaining the site that their firm had provided <em>pro bono</em> when the site was opened to everyone. So far, no one has challenged the convictions cited as untrue.</div><br /><div>The ad at left is attributed to the carebrownsville website that is associated with Accion America activist Carlos Quintanilla, from Dallas, who was the chief proponent of FlyFrontera, a regional air service airline. WILL IT BE ABEL GOMEZ AND PETE AVILA IN RUNOFF FOR CONSTABLE PCT. 2?

By <strong>Juan Montoya<br /></strong>There are four candidates running for the Pct. 2 Constable position in this year's Democratic primary.<br />Each, of course, has his own constituency consisting of family friends and fellow lawmen. And each is hoping there will be enough support out there to warrant them getting into a runoff, the most likely result after the votes are cast this May 29.<br />The incumbent in this race is Pedro 'Pete Avila," who defeated Gomez in a runoff four years ago after the two were left standing in that year's primary. Yet, that runoff was decided with a difference of only 51 votes. Roel Arreola, another lawman, was also employed at one time with the Cameron County Sheriff's Department.<br />But the pols are betting that the number of votes pulled by these two candidates will result in another showdown between Gomez and Avila.<br />Avila, who spent more than two decades as a Brownsville Fire Department firefighter, is hoping that his four years at the helm of the constable's position has endeared him to the voters and the residents of the precinct, a large area that encompasses most of Brownsville. He is also counting on the fact that the security at the courthouse has been placed under his office, increasing his staff from four deputies to 16.<br />Recently, the incumbent, obviously feeling his oats, vowed to take the election outright in the primary.<br />"There won't have to be a runoff," he said confidently as he took a running start to alight on his service pickup. "I'm going to save the county money."<br />Still, courthouse security under him remains an issue following a consultant's report that pointed out some shortcomings in the courthouse security including a lack of walking patrols in the parking lot, unrestricted access through the rear of the building and roving patrols inside the courts with little oversight.<br />Avila pointed out that those issues had been in existence before he took over the courthouse security and that most had been addressed before the report was issued.<br />"They interviewed Raymond Shears, who used to be in charge of the bailiffs before and later was terminated," he said.<br />Shears claimed that Avila was out to get him and others including Joe Cisneros, a candidate for sheriff, at the request of Omar Lucio. Cisneros was also terminated during his first year of the probationary period as a deputy constable under Avila, ostensibly for campaigning on county time, but Avila has hinted that there were other issues that were not revealed out of courtesy from one lawman to another.<br />Gomez, on the other hand, says that voters will remember that as constable he expanded the duties of the office and first o<span style="font-family:Georgia, serif;">pened the Cameron Park substation and assigned officers to work full time, c</span><span style="font-family:Georgia, serif;">reated a patrol division increase residents' protection, </span><span style="font-family:Georgia, serif;">an Investigative and K-9 Unit at no cost to taxpayers and c</span><span style="font-family:Georgia, serif;">reated a major crimes group to provide additional revenue for department use.</span><br />He also said that he c<span style="font-family:Georgia, serif;">reated a forfeiture account and used money seized by major crimes group to provide deputies </span><span style="font-family:Georgia, serif;">equipment and training to enhance their professionalism.</span><br />He also c<span style="font-family:Georgia, serif;">reated a warrant division to assist the county clerks office in serving all county </span><span style="font-family:Georgia, serif;">court warrants and collecting fines & court costs which created additional revenue.</span><br />Avila, on the other hand, counters that some of the improvements by Gomez are not the duties of a constable and said he will stay within the requirements of a Constable by the Texas Constitution.<br />There is no question that as the election continues, both candidates will tout their credentials and hope the voters opt for their services. TEXAN-BORN ZARAGOZA WAS HERO OF CINCO DE MAYO AT PUEBLA AGAINST FRENCH WHEN ONLY 33

Miguel Zaragoza and his wife Maria de Jesus Seguin in the Bahia del Espiritu Santo. The site is near present-day Matagorda Bay, between Houston and Corpus Christi.</div><div>In fact, the State of Texas has included his birthplace in the Goliad State Park and the house where Zaragoza was actually born is still standing.</div><div>At the time, the Presidio de la Bahia del Espiritu Santo was approximately 900 miles from the Mexican capital and was part of the state of Texas-Coahuila. It must have seemed like the edge of the world to the young couple.</div><div>With fierce Comanches as neighbors and an incipient Texas Republic in the offing, the Zaragozas stay in Texas was relatively brief. When Ignacio was four, his family moved to Matamoros, and then moved on to Nuevo Leon.</div><div>In fact, Ignacio attended The San Juan elementary school in Matamoros, although little is known about his stay there. A street bears his name in Matamoros, but apart from that, there is little to indicate the hero of Puebla lived there.</div><div>Ingeniero Clemente Rendon, past director of the Casa Mata Museum, said few records were kept at the time.</div><div>"We do know that he lived here with his family and studied in the local schools," Rendon said. "But that’s about it."</div><div>Yolanda Gonzalez, ther former curator of the John Hunter Room for Historical Research at the University of Texas Library, said Zaragoza’s family originally came from Monterrey, where many of the settlers of the South Texas area originated. In fact, she said that the Nuevo Leon city was the launching point for many Mexican families who lived in then-Mexican Texas.</div><div>"When Texas declared itself a republic, the lives of the settlers were in danger and many of them left fearing reprisals from the new authorities," Rendon said. "It’s logical that the Zaragozas would come to Matamoros since it was the biggest city around the area," he said.</div><div>When the family moved to Monterrey, Ignacio entered the seminary, a traditional haven for young men who saw the church as a way to a profession.</div><div>However, he interrupted his clerical studies to enter commerce. He worked for Felipe Sepulveda, a prominent Monterrey grocer. However, his life as a store clerk was cut short when, in answer to the invasion of U.S. troops into Mexico, he joined the Mexican national guard.</div><div>While a member of the guard, he attained the rank of captain and was stationed in Victoria, Tamaulipas, the capital of the state. Later, one of Antonio Lopez de Santa Ana’s usurpations of the national presidency drew Zaragoza into the regular army and he served under the liberal generals who adhered to the constitution defended by Benito Juarez.</div><div>During the battles that followed, Zaragoza distinguished himself as a brave and able officer and he soon attained the rank of colonel. Soon, his performance on the battlefield and his knowledge of military tactics earned him the confidence and respect of his superiors.</div><div>In the Battle of Silao in 1855, Zaragoza â€" then only 25 â€" played a defining role in the Liberal’s victory. That battle is recognized as one of the bloodiest of the War of Reform. Zaragoza knew what stakes were in play in the three-year conflict.</div><div>At the heart of the civil war was the dispute between the constitutionalists who wanted the laws of reform followed, and the conservatives, who wanted to hold on to power. The church, a powerful institution, backed the conservatives.</div><div>Clerics feared the state would carry out the separation of church and state called for in the reformed constitution and financed the conservatives in their quest to retain their power.</div><div>The "Guerra de Tres Años," as the conflict is also known, started in 1857 when interim President Ignacio Comonfort refused to relinquish power and uphold the precepts of the constitution.</div><div>In battle after bloody battle, the liberals moved toward the Mexican capital as the conservatives delayed their progress by inciting peasants to battle the "devil-driven" liberals.</div><div>In one of these battles, General Jesus Gonzalez Ortega took ill with fever. The Battle of Guadalajara was to mark an important turning point in the war. The city â€" which lay between the Liberal Army and the capital â€" was an important tactical site and the conservatives fought hard to deny them a victory.</div><div>Gonzalez-Ortega chose Zaragoza over higher-ranking officers to lead the assault against the city. The Liberal siege of the city lasted for weeks and saw hand-to-hand combat in the city’s streets. Time and time again the Liberals charged only to be driven back by the determined defenders. With typhoid fever raging through the city, the weary defenders finally succumbed to Zaragoza’s Ejercito del Centro and ask for a truce that would allow them to retreat and abandon the city.</div><div>A truce was worked out and the defeated army was allowed to depart. But another surprise awaited the Liberal soldiers. Unbeknownst to them, another conservative army had arrived in the outskirts of the city and the two armies met at a bridge to the city.</div><div>Zaragoza’s army would not be denied their victory and the conservatives were defeated.</div><div>Now, before them, the road to the capital lay waiting. The date was December 22, 1860.</div><div>Gathering their forces, the Liberals organized around San Miguelito. They faced an army of 8,000 well-equipped men with supplies bought for them by frightened church prelates and clergy. They had at their disposal several dangerous artillery pieces.</div><div>The task of defending the most vulnerable site on the battle field was assigned to young Ignacio, then only 31. He was given the task of defending the hills overlooking the battle. If the high ground was lost, the result could very well decide the war between the Liberals and Conservatives â€" and the future of Mexico.</div><div>He did not falter. His troops held. The Liberals prevailed. The next day, the defeated conservative generals came to secure guarantees for their remaining troops and officers.</div><div>With the city their for the taking, the Liberal armies gathered to enter it. General Gonzalez-Ortega, on December 25 â€" Christmas Day â€" ordered one of his generals and an escort to enter the city and assure of a peaceful takeover. The general he chose for this honor â€" and great riskâ€" was Ignacio Zaragoza.</div><div>Thus, it is that on that day when the constitutionalist forces of Benito Juarez took the city, the man leading the takeover force was the same who was born a scant 32 years before in the rolling hills of Goliad, Texas.</div><div>On January 1, 1861, Benito Juarez and his constitutionalist armies joined Zaragoza in the city. Later in April, Juarez named him minister of War of Mexico. By then he was 33 years old.</div><div>He was to be tested again, but this time it would be by seasoned French troops who had entered the country under the pretense of getting debts repaid to their country. Having heard that the French had started their march toward Mexico City, Zaragoza led his troops to meet the most feared imperial army in the world of the day.</div><div>He left behind a gravely ill wife he would never see again.</div><div>On the hills of Puebla and the plains below, Zaragoza and his army withstood and defeated the French troops. For half a day, the soldiers repelled the charges of the imperial soldiers and left the field in victory.</div><div>"The national arms have been covered with glory," he wrote Juarez after the May 5th battle for Puebla.</div><div>Four months later, Ignacio Zaragoza died of typhoid fever. Miguel Zaragoza and his wife Maria de Jesus Seguin in the Bahia del Espiritu Santo. The site is near present-day Matagorda Bay, between Houston and Corpus Christi.</div><div>In fact, the State of Texas has included his birthplace in the Goliad State Park and the house where Zaragoza was actually born is still standing.</div><div>At the time, the Presidio de la Bahia del Espiritu Santo was approximately 900 miles from the Mexican capital and was part of the state of Texas-Coahuila. It must have seemed like the edge of the world to the young couple.</div><div>With fierce Comanches as neighbors and an incipient Texas Republic in the offing, the Zaragozas stay in Texas was relatively brief. When Ignacio was four, his family moved to Matamoros, and then moved on to Nuevo Leon.</div><div>In fact, Ignacio attended The San Juan elementary school in Matamoros, although little is known about his stay there. A street bears his name in Matamoros, but apart from that, there is little to indicate the hero of Puebla lived there.</div><div>Ingeniero Clemente Rendon, past director of the Casa Mata Museum, said few records were kept at the time.</div><div>"We do know that he lived here with his family and studied in the local schools," Rendon said. "But that’s about it."</div><div>Yolanda Gonzalez, ther former curator of the John Hunter Room for Historical Research at the University of Texas Library, said Zaragoza’s family originally came from Monterrey, where many of the settlers of the South Texas area originated. In fact, she said that the Nuevo Leon city was the launching point for many Mexican families who lived in then-Mexican Texas.</div><div>"When Texas declared itself a republic, the lives of the settlers were in danger and many of them left fearing reprisals from the new authorities," Rendon said. "It’s logical that the Zaragozas would come to Matamoros since it was the biggest city around the area," he said.</div><div>When the family moved to Monterrey, Ignacio entered the seminary, a traditional haven for young men who saw the church as a way to a profession.</div><div>However, he interrupted his clerical studies to enter commerce. He worked for Felipe Sepulveda, a prominent Monterrey grocer. However, his life as a store clerk was cut short when, in answer to the invasion of U.S. troops into Mexico, he joined the Mexican national guard.</div><div>While a member of the guard, he attained the rank of captain and was stationed in Victoria, Tamaulipas, the capital of the state. Later, one of Antonio Lopez de Santa Ana’s usurpations of the national presidency drew Zaragoza into the regular army and he served under the liberal generals who adhered to the constitution defended by Benito Juarez.</div><div>During the battles that followed, Zaragoza distinguished himself as a brave and able officer and he soon attained the rank of colonel. Soon, his performance on the battlefield and his knowledge of military tactics earned him the confidence and respect of his superiors.</div><div>In the Battle of Silao in 1855, Zaragoza â€" then only 25 â€" played a defining role in the Liberal’s victory. That battle is recognized as one of the bloodiest of the War of Reform. Zaragoza knew what stakes were in play in the three-year conflict.</div><div>At the heart of the civil war was the dispute between the constitutionalists who wanted the laws of reform followed, and the conservatives, who wanted to hold on to power. The church, a powerful institution, backed the conservatives.</div><div>Clerics feared the state would carry out the separation of church and state called for in the reformed constitution and financed the conservatives in their quest to retain their power.</div><div>The "Guerra de Tres Años," as the conflict is also known, started in 1857 when interim President Ignacio Comonfort refused to relinquish power and uphold the precepts of the constitution.</div><div>In battle after bloody battle, the liberals moved toward the Mexican capital as the conservatives delayed their progress by inciting peasants to battle the "devil-driven" liberals.</div><div>In one of these battles, General Jesus Gonzalez Ortega took ill with fever.
