Yet, at the time, Brownsville residents could see clouds of smoke rising from the center of their sister city. It wasn't until the next day that media reports (including ours) brought home the full impact of the violence that gripped the city, its municipal building and the jail.</div><div style="font-weight: normal; font-style: normal; ">The events started out as a student demonstration at city hall after one of their companions was beaten by local police. After the mayor refused to at on their demands to bring the culprits to justice, hundreds of students sacked the city hall building and set it on fire, forcing the mayor to seek refuge from armed guards.</div><div style="font-weight: normal; font-style: normal; ">The students then moved on to the jail where they believed their companions were held and torched it, too. At least two people died and another 30 were hurt during the fracas. In time, the mayor was replaced and for the next few days the city was under martial law with truckloads of soldiers patrolling the streets.</div><div style="font-weight: normal; "><span style="font-style: normal; ">Newsmen from all over the state flocked to the city and used the </span><i>Herald</i> as their base of operations. Legends such as Ken Herman, of the Associated Press and &amp; the UPI's Mack Sisk showed us rookies what being wire reporters was all about. The old manual typewriters fairly sang as they sat down and poured out impeccable copy with nary a typo or backwards glance. </div><div style="font-weight: normal; font-style: normal; ">Dave Crowder and I drove across the bridge and gathered some quotes and photos for the next day's story (above).</div><div style="font-weight: normal; font-style: normal; ">And, lo, of you look closely at the bottom photo, the guy with the cowboy hat looking over a desk at the burned out jail where a charred body was discovered is none other than Jerry McHale, then a sports writer with the Herald.</div><div style="font-weight: normal; font-style: normal; ">The paper's coverage earned the staff a handful of AP awards and hooked me forever to newspaper work.</div><div style="font-weight: normal; font-style: normal; "> </div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-229895917931131102?l=rrunrrun.blogspot.com' alt='' /></div>

But than again, that's just Ralph.</span><br /><div style="font-style: normal; font-weight: normal; ">Now we understand that since there will be no contested elections at the port, Cowen is politicking to take over the helm of the Golden Ditch after Reed gives up the gavel, the normal rotation of control on the board. But even is Cowen has somehow managed to be named vice-chair, the fact of the matter is that the board names its chairman by seniority on the board, and Ralph's turn hasn't quite come up yet. </div><div style="font-style: normal; font-weight: normal; ">He is hoping to knock off Tito Lopez to become head honcho on the board of</div><div style="font-style: normal; font-weight: normal; "> directors.</div><div style="font-style: normal; font-weight: normal; ">And, if you have been following our coverage of the port, you will doubtless be aware that compared to other entities, the administration out there is rife with political incest and unjustified bloated salaries at the top.</div>Starting at the top with Eduardo Campirano, Director and CEO, the salaries just keep on coming. Eddie â€" at $175,618 plus $8,400 (700 a month) auto allowance â€" has been hopscotching all over the world on the port's nickel and Cowen has often been there with him.<div style="font-style: normal; font-weight: normal; ">Donna Eymard, the assistant Port Director takes in â€" $125,756 plus $8,400 (700 a month) auto allowance â€"although some of her defenders some of her defenders say that in the past the port had two assistant port directors and that Eymar now performs the work of two assistants.<br />Ariel Chavez, Director of Engineering, $98,529 and $8,400 ($700 a month) auto allowance. The port has never had a legitimate marine engineer, instead opting to hire civil engineers like Chavez, a Brownsville native. He is followed by Jose G. We know of no other director of maintenance for such a small e</div><img src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiXZi5JbSeoq-mgjuCmHNF1TvJKD3NvN29YxONKVl9w1sFoGgo3MecMC8z7hD_1BRjfk5-zGvCRGVnKYzVE98TWwSHPszp1qzTVJyOvB0s6GqYTUVmH8AAZXZ3kcWfsEazO1uRRsnqG4Ew/s400/at-the-helm.jpg" border="0" alt="" id="BLOGGER_PHOTO_ID_5729110077614554514" style="float: right; margin-top: 0px; margin-right: 0px; margin-bottom: 10px; margin-left: 10px; cursor: pointer; width: 314px; height: 314px; " /><div style="font-style: normal; font-weight: normal; ">ntity as the Port of Brownsville who earns this much.<br />Following Chavez is Carlos Garcia, Port Security, Chief of Police, who anded the top cop job at the port at $85,000 plus $8,400 ($700 a month) auto allowance.</div><div style="font-style: normal; font-weight: normal; ">While Garcia was responsible for about 250 police officers in a city of almost 200,000, he is now the head of a formidable seven-officer force and rides herd on a dwindling port force that has steadily decreased from a high of almost 6,000 workers in the different port leasees to a number estimated to hover between 2,000 to 3,000. </div><div style="font-style: normal; font-weight: normal; ">If you compare his duties with those of BISD Police Chief Oscar Garcia (no relation, we hope), it is readily obvious that Carlos is grossly overpaid. BISD pays Garcia $89,000 plus benefits but he has to oversee 53 campuses, 7,000-plus BISD employees and has 158 employees under him, including 33 police officers and 115 security guards.<br /><span style="font-size: 100%; ">The gravy train doesn't stop there.</span></div><div style="font-style: normal; font-weight: normal; "><span style="font-size: 100%; ">Last year, 92 port employees received a $200 bonus and a $50 gift card for Christmas.</span></div><div style="font-style: normal; font-weight: normal; ">If Ralph somehow gets his fellow commissioners to vote him chairman, we can rest assured that the junkets and the free trips will continue unabated as will the unbridled use (abuse) of the entity's credit cards.</div><div style="font-style: normal; font-weight: normal; ">Charging one of these cards more than $1,600 and $1,800 for two single meals on separate nights between the executive director and a couple of port commissioners in China will probably become the norm. And even though experts in the cruise industry have said that the port of Brownsville is probably the least desired destination among cruise-ship enthusiasts, this hasn't deterred Ralph from forging ahead and committing the port's resources in his quixotic quest to bring them here.</div><div style="font-style: normal; font-weight: normal; ">With him at the helm, it could only get worse.<br /><div></div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-5103820627787623914?l=rrunrrun.blogspot.com' alt='' /></div>

Zavaleta, then a medical anthropologist/associate professor at then-Texas Southmost College, was featured in an Aug. 15, 1982 article in the Brownsville Herald regarding his research into borderland medicinal plants.</div><div>Surrounded by glass vases full of plant samples from throughout the region, Zavaleta (then long-haired as the majority of us were back then), sat in his office at the college surrounded by the motifs of the region: A framed picture of the Virgen<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgH_DP3ZEskwgdnmz85-zxZlrHKkSzyNgaWBH5uuHd2fq2_RDQ_s-56oLSxiXcXyEnvkvUDMVVPqwcCrtFQgEh9qluNlyMP7mJlGiCyNqm91jRi-CrHs52gN_Yqfj2Zny_GMiDwbtydHe4/s1600/yonybook.jpg"><img style="margin: 0px 0px 10px 10px; width: 203px; height: 320px; float: right; cursor: pointer;" id="BLOGGER_PHOTO_ID_5727631597999001746" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgH_DP3ZEskwgdnmz85-zxZlrHKkSzyNgaWBH5uuHd2fq2_RDQ_s-56oLSxiXcXyEnvkvUDMVVPqwcCrtFQgEh9qluNlyMP7mJlGiCyNqm91jRi-CrHs52gN_Yqfj2Zny_GMiDwbtydHe4/s320/yonybook.jpg" /></a> de Guadalupe above sombrero-clad Villistas revolutionaries under the dimmed glare of sunlight coming in through a venetian-shaded window of the historic brick building.</div><div>At the time, except for grandmothers, a few curanderos and herb-store owners and a sprinkling of Flower Children, scant few paid attention to the use of herbs in the border region. Even less were researching the use of native plants used in healing remedies and spiritual ceremonies on both sides of the river.</div><div>At the time, Tony told the interviewer that he was working on a book "due next year" based on his research based on his "travels throughout the length and breadth of the borderlands that (have taken him) from dusty villages in rural Mexico to the largest cities in the Southwest."</div><div>As promised (albeit a couple of decades in the works), Zavaleta has just published his medicinal plant opus through AuthorHouse Publishers in Bloomington, Ind. The 314-page compendium is as it's title claims: A Bilingual Resource Guide of the Borderlands, or <em>Plantas Medicinales Fronterizas, Un Guia Bilingue</em>.</div><div>Zavaleta says he started the journey some 40 years ago to this eventual publication when, as he studied curanderismo (folk healing), he realized that medicinal plants were an integral part of the native healing traditions.</div><div>"You can't study curanderismo without encountering the medicinal plants curandersistas use in their remedies, remedios," he writes on the "how-to use this book" preface to the tome. "For 40 years I have collected plants and researched their names and how they are used to treat illnesses."</div><div>He broke the book into five basic categories: English plant names, Spanish plant names, plant pharmacognosy properties; and which specific illnesses or condition the plant is believed to treat in the cultural realm.</div><div>All told, the book lists more than 600 plants and how they are used in the region all along the border. The author is very explicit on what he expects to achieve with his work.</div><div>"The information contained in this book is a virtual treasure trove for anyone who needs awareness of plant medicine or delivers health care to people who continue to utilize pre-pharmacy plant medicine," he writes. "This book provides information that guides both the serious enthusiast through the world of medicinal plants "plantas medicinales" and more finely detailed information by studying specific plants."</div><div>In the 1982 interview, Zavaleta told the Herald that "the use of botanical remedies in the contemporary America is part of the continued cultural Renaissance of man's awareness in his place in nature. This basic need is evidenced in a universal tradition of use that crosses continents, cultures and social status."</div><div>The illustration for the book's cover is by local artist Daniel Maldonado Nuñez titled "El Niño Fidencio Curando con Plantas," commissioned for the publication of Zavaleta's work.</div><div>You can purchase the book through Amazon.com, Barnes&amp;Nobles.com and can be ordered through the UTB-TSC bookstore. </div><div> </div></div></div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-3573425157519221313?l=rrunrrun.blogspot.com' alt='' /></div>

---------------------------------------------------------------
IF RUN OUT OF TOWN, PRETEND YOU'RE LEADING THE PARADE
---------------------------------------------------------------
<div>By <strong>Juan Montoya</strong><br />Once again the big shots from the University of Texas System have come down from Olympus lightning bolts flashing, and thunder bolts crashing.<br />This time the Top Dog, Chancellor Francisco Cigarroa was at the editorial boardroom of the Brownsville Herald bemoaning the fact that the trustees at Texas Southmost College are not bending over backwards (or forward, maybe) to give the UT System what it needs: the college district's buildings and real estate.<br />"UT is not in the position to be a tenant of TSC going forward," a transition document on the UTB-TSC separation states. "If TSC is unable to make a decision on facilities to offer to UTB, UTB must proceed, and TSC will lose an opportunity to have facilities considered by UTB for purchase."<br />You've got to give these flatlanders from Austin credit for their nerve.<br />If I remember correctly, most of the UT buildings were bought and paid for by local district taxpayers through bond issues and other fees. And as a far as the ownership of the real estate where the disputed buildings are at, who does UT think owns that?<br />"We're the only buyer," said one Barry Burgdorf, a UT System vice-chancellor and general counselor...The question is how do we get it...We need to strike a deal."<br />Well, for starters, how about paying the back rent owed to TSC district taxpayers that was agreed to through the "partnership?" If we remember correctly, that amounts to more than $10 million and is accruing as we speak.<br />This Burgdorf also says that if TSC keeps the buildings the district also inherits the debt associated with them. So what's new?<br />A conservative estimate indicates that in the 20-year span that UTB has been sucking the TSC district, it has siphoned off about $1 billion in "transfers" from the community college. Now they want to horse trade to get a bargain basement deal on the property and buildings as well?<br />Then, tellingly, this same Burgdorf lays bare UTB's hand: "We'r e the only buyer. We need to have that space by 2015."<br />So, in other words, you don't have a hand. And if you use the words "<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjBIuIswNyJAaalvOMPeYhe7yaiLyV89ObHSdimxQ_rdXCFuy5hV8yYt_LdA5AdYin8cSwkC4j5zAvvCEuxUdOn-5zW9M6k3mfN8d0UOBW69txjzZCrVSyXIVEAWC8GLG_BvGX1mK9Z2t0/s1600/wc+fields.jpg"><img style="margin: 0px 0px 10px 10px; width: 320px; height: 251px; float: right; cursor: pointer;" id="BLOGGER_PHOTO_ID_5727581867524865874" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjBIuIswNyJAaalvOMPeYhe7yaiLyV89ObHSdimxQ_rdXCFuy5hV8yYt_LdA5AdYin8cSwkC4j5zAvvCEuxUdOn-5zW9M6k3mfN8d0UOBW69txjzZCrVSyXIVEAWC8GLG_BvGX1mK9Z2t0/s320/wc+fields.jpg" /></a>we need," it indicates that you're playing from a weak position to dictate terms. Who do these people think they're dealing with?<br />No, it's not the same facilitators of the past. You know, pliant Texas Sen. Eddie Lucio Jr., subservient State Rep. Rene Oliveira, Rose Mary Cardenas. Chester Gonzalez, Robert Robles, David Oliveira, Juliet Garcia, et. al<br />Instead, they should realize that across the table â€" as equals â€" are seated a majority of very different TSC trustees the likes of Adel Garza, Kiko Rendon, Trey Mendez and Rene Torres and our president Lily Tercero.</div><div>Now we find out that TSC and UTB were never considered equals under the "partnership" charter. UTB, we are now told, was always the "parent" institution, keeping its accreditation, while TSC, the "unit(?)," will now have to recover it after 20 years of living under the UT System umbrella and subsidizing its growth through its taxing district.<br />Cigarroa and Burgdorf can continue to blow smoke at the Herald's editorial staff ( I'm surprised any of them are still in Brownsville, or were they?) until they're blue in the face.<br />We're still waiting for that "firm commitment" from the UT System to bring their own money down here and build a world-class four-year institution and leave our community assets alone. If they were really committed they wouldn't continue to try to dispossess our community of anything. Don't they feel they have a responsibility to treat us along the border just as they treat other communities in the UT System?</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-5781695482799637580?l=rrunrrun.blogspot.com' alt='' /></div>

"HE VOTED FROM HEAVEN," THE HERNANDEZ MAIL-IN LEGACY
---------------------------------------------------------------
By <strong>Juan Montoya</strong><br /><br />This election cycle, said Maria Ybarra, an elderly disabled Cameron County voter, she might just sit this one out. And, after hearing her story, who can blame her?<br />Home bound and using a walker, she sits at the dinner table of her modest North Brownsville home and recalls how the vote harvesters first appeared at her home, and, after suspicions about the three mail-in votes from her home were deemed suspect in the last e<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEj-MNfsf3twBkESsFczzBHsxkT4yz_tGRscMe3E-Qgzc2VUPRLcrr_1523Uo4rQdY689Tcp04aRmVEJ24awRG5h9rQVORG5CUSJdDZSrQ_aukZdvjTcl0eybFbvumy_DV-NnlUTmWeWR3c/s1600/ernie.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 320px; FLOAT: right; HEIGHT: 214px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5727248181754456818" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEj-MNfsf3twBkESsFczzBHsxkT4yz_tGRscMe3E-Qgzc2VUPRLcrr_1523Uo4rQdY689Tcp04aRmVEJ24awRG5h9rQVORG5CUSJdDZSrQ_aukZdvjTcl0eybFbvumy_DV-NnlUTmWeWR3c/s320/ernie.jpg" border="0" /></a>lection cycle in 2010 where Ernie Hernandez was competing in the race with Ruben Peña.<br />"My husband (Martin Ybarra Jr.) met a young man (whom we'll call JR) who was also taking dialysis treatments," she said as she ate a modest dinner. "After a while JR told him he helped local politicos and that he could help him mail in his vote because of his disability. Because they were both taking the treatments together, he had gained my husband's confidence and he invited him to come to out house."<br />That initial invitation led to a meeting at the couple's home where JR and Norma Hernandez, Ernie Hernandez's wife, huddled with Ybarra and talked with him at length about supporting Ernie and how to go about applying for the mail-in ballots.<br />By this time, the 62-year-old Ybarra, a Brownsville Public Utilities retiree, even though he might not have known it, was in his last days.<br />A few weeks before the March 2 Democratic primary election, the Ybarras (Martin, Maria and Dalia) received their mail-in ballots. By now, as in many local homes, the whole family was going to vote for the father's choice, in this case, Ernie Hernandez for commissioner of Cameron County Pct. 2.<br />JR and Norma Hernandez (the candidate's wife) showed up at her home after they learned they had received the mail-in ballots and told the family they would mail in the ballots for them to save them the inconvenience of leaving their home.<br />"They were very helpful" recalls Maria. "In between the times that JR first talked with my husband at the dialysis center, he told me that Norma would show up at the center with coffee and <em>pan dulce</em> for the people getting their treatments there."<br />After the March 2 election, no one candidate received the required 50 percent plus 1 vote necessary to win outright, and a runoff election was called 30 days after, on April 3, to determine the winner. The closest to the magic number were Ruben Peña and Ernie Hernandez, with Peña getting 2,076 to Ernie's 1,919, a slim 157 difference.<br />But it was during the runoff, that the full impact of the mail-in votes would manifest itself.<br />Unfortunately, on March 16, only two weeks after the primary, Martin Ybarra died. The family buried him on a Friday, and AJR appeared on their door the following Sunday. Maria said she had already filled out her mail-in ballot, but that those of her late husband and her daughter were still on the table. Her husband's was blank. Her daughter's only needed her signature.<br />"JR said he had come to pay his condolences and to ask us if we needed help filling out our ballots," she recalled. "I had already filled out mine and he took it, but since my husband had just died, it was still on the table."<br />Her daughter's ballot, on the other hand, had been filled out for Hernandez, but was mot signed. After JR left, Maria looked in vain for her husband's ballot to no avail. Later, she learned from her niece that JR had told her laughingly: "He voted from heaven."<br />"I knew then that he had taken it, filled it out, signed and mailed it himself," she said.<br />But the show wasn't over just yet.<br />A few days later, Norma Hernandez appeared at her door asking her if her daughter had mailed in her ballot yet. Maria said she told her that Delia was at work and that she had filled it out the ballot, but had not signed it.<br />"She told me that it didn't matter if I signed for her," Maria recalled. "I thought that I should call my daughter first and I did. Delia said that if it wasn't wrong to go ahead and do it."<br />After she signed the ballot for her daughter, she said Norma Hernandez took it and mailed it in for her.<br />Not long after the election, partially as a result of the recount and investigation that followed, Maria got repeated visits from State of Texas investigators who asked her who had signed the ballots. The woman told the investigators the truth, that she had lost her husband's ballot and that she had been told it was alright for her to sign her daughter's.<br />A check of the mail-in ballots for the runoff election indicate that Martin Ybarra Jr.'s mail-in ballot was not counted, but rather discarded for the runoff election. JR was wrong. Ybarra had not been allowed to vote for Ernie Hernandez from heaven.<br />However, the mail-in votes that did count were enough to put Ernie over the top of Peña even though he beat Ernie by 162 votes in the early and election day vote. Hernandez got 206 mail-in votes to Peña's 34, a difference of 206, enough to overceome Peña's 162-vote advantage and win the election.<br />Mari Ybarra knows that this year, for example, Ernie's daughter Erin Hernandez Garcia is in a tight race with at least a half-dozen other candidates and that the family is hustling votes to get her in.<br />But, now, sitting alone at her dinner table, the elderly woman says she's had enough of the intrigue that <em>politiqueras</em> and their ilk have brought upon her.<br />"I don't want to have people coming into my house investigating me like I was a criminal," she said. "After all that, I don't even feel like voting anymore."<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-2566414522861614723?l=rrunrrun.blogspot.com' alt='' /></div>
