Sudd</span><span>enly, </span><span>the sedate laid-back lifestyle no longer seemed en</span><span>ticing. Cuellar, who had shunned computers, or for that matter, the Internet, suddenly found he did not have enough hours in the day.</span><span></span></div><div>"I always <span>wondered why some of our relatives were named Webber," he said. "Some of us had blue eyes and others we</span><span style="font-size: 100%; ">re lighter-skinned than the others. I though it was just coincidence." Little did he know that he was beginning a journey that would take him back more than 400 years in t</span><span style="font-size: 100%; ">ime weaving through the beginning of U.S. history, slavery, the Civil War, prejudice, and South Texas early history.</span></div><div><span></span></div></div><div><div>After his sons, now grown with children of their own, got him hooked up to the world-wide web and taught him the rudiments of web surfing, he started looking up his ancestors. What he found caused an impact on him that still has not subsided.</div><div>He found out that he was a descendant of a New En<span>gland Yankee who formed part of then-Mexican Texas Moses (Stephen's dad) Austin's colony in 1826.</span></div><div><span>John Ferdinand Webber was born of English stock and his own grandparents traced their beginnings to a John Webber who was born in Stepney, London, England in 1600 and died in 1650, about the a</span><span>verage life span in those times.</span></div><div>After members of his family immigrated to the brand-new country of the United States, they settled in around New Hampshire and branched out into Vermont and other Eastern Seaboard states.</div><div><span>Cuellar's ancestor Webber (known locally as Juan Fernando Webber) was born 1794 in Vermont. He served in the War of 1812 as a medical technician in Capt. S. Dickinson's company, Thirty-first United States Infantry from May 13, 1813 to May 31, 1814 and fought in the Battle of Shadage Woods.</span></div><div><span>In 1832, after coming to Texas, he settled in Wells Prairie on the Colorado River sixteen miles below present Austin. He built a fort as protection against Indians, which developed into the village of Webberville.</span></div><div>Webber bought Silvia Hector, the slave of a neighbor, freed and married her. Cuellar has been able to trace her beginnings to Louisiana and Missouri. In those days, slaves were sold and traded like goods and had to follow their owners where they took them.</div><div>Webber provided private tutors for his eleven children with Sylvia (another was born later). Seeking tolerance for his biracial family, he moved to the Rio Grande Valley <span>in 1851.</span></div><div>In 1853, he purchased 8,856 acres in Agostadero del Gato Land Grant for his Webber Ranch and other property in La Blanca Grant. As a Yankee, he supported the Union cause, and moved the family to Mexico during the Civil War.<br />Webber sold the northern half of his ranch to Edward Dougherty in 1877. His other tracts, about 4,000 acres, were gradually broken up until his death on July 19, 1882. He bequeathed each of his children 34.5 acres; his daughter Marcella received the family cemetery in her share. His heirs sold most of his property to Alamo Land & Sugar Company by 1918. Much of it has been recombined and is now part of Krenmiller Farms of San Juan.</div><div>That cemetery on the levee road, a short distance above the Donna, Texas pump, still exists. His widow died in September 1892. Cuellar said he and his family were always curious about their ancestor and his wife and started seeking more information on Sylvia Hector, the slave woman who married Webber.</div><div>Some of his family still lives in the Donna area on land originally acquired by Webber.</div><div>If family trees could be compared to tree species, this one could easily be classified as a Sequoia, with roots buried to ancient depths and branches reaching out into the new future.</div><div>His research has now spread to cover more than 60 families and over 1,000 people.</div><div>When Webber died on July 19, 1882, his 12 children married into the local population intermarrying with families with last names such as Alanis, Alvarado, Bar</div><img src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEidylgPtmS4D5xx-oU3gx8_IJdATRasjFAjLGtBWf4pqZ_pMfxKE9QaCJVlpdCaFGnUTDZ92qp2C5MNran5dQoe91FI9DAutUQEUk-XErjb0t8guJzysUUKEr2WEeWOamp_lGFQujdwlUo/s400/webber.JPG" border="0" alt="" id="BLOGGER_PHOTO_ID_5745506445792754642" style="float: right; margin: 0px 0px 10px 10px; cursor: pointer; width: 300px; height: 400px; " /><div>rientos, Contreras, Cuellar, Cavazos, Esquivel, Handy, Hernandez, Limas, Martinez, Ochoa, Olvera, Reyas, Reyas, Rocha, Sarmiento, and, of course, the remaining Webbers.</div><div>"I got a note from ancestry.com that it was the largest genealogy list that they had encountered," Cuellar said. "There is a wealth of diversity in our heritage."</div><div>In 2005, the Hidalgo Historical Commission authorized the recognition of the Webber Cemetery and made a census of the names. Among the buried at the site is Juan Ferdinand Webber himself.</div><div>Just last month, his descendants, among them Cuellar and his family, gathered to recognize their progressive ancestor. They erected a granite headstone next to the grave of one of his daughters also buried there.</div><div>"To think that a person of his day would buy and free a slave girl and and have his children with her and move to South Texas because of the racial intolerance of the times is simply amazing," he said. "Just think of the prejudice that must have existed back then in a slave state like Texas where people were simply property."</div><div>The thought of finding the entire family genealogy has sparked a interest in Cuellar that has shattered the idyll that was retirement.</div><div>"I have found so much about my ancestors and I'm finding out even more every time I follow one of the branches," he said. AFTER MONTHS OF DELAYS, SPACEX LIFTS OFF FOR SPACE STATION DEMONSTRATION

Hennigan</b></div><div style="font-weight: normal; "><span><span>Los Angeles Times</span></span></div><div style="font-weight: normal; "><span><span>May 22, 2012, 5:30 a.m</span></span></div><div style="font-weight: normal; "><span><span>In a pivotal moment for private spaceflight, a towering white rocket lifted a cone-shaped capsule into space early Tuesday on a mission to the International Space Station.<br /><br />SpaceX's Falcon 9 rocket carried the unmanned Dragon capsule into space after a 3:44 a.m. EDT launch from Cape Canaveral, Fla., marking the first time a private company has sent a spacecraft to the space station.<br /><br />The mission is considered the first test of NASA's plan to outsource s</span></span></div><div style="font-weight: normal; "><span><span>pace missions to privately funded companies now that its fleet of space shuttles is retired. SpaceX aims to prove to NASA that its Falcon 9 rocket and Dragon capsule are ready to take on the task of hauling cargo -- and eventually astronauts -- for the space agency.<br /><br />"Today marks the beginning of a new era in exploration; a private company has launched a spacecraft to the International Space Station that will attempt to dock there for the first time," said NASA Administrator Charles Boldenin a speech at the cape. It was there that SpaceX employees had gathered, watched and cheered as the Falcon 9 climbed toward the heavens.<br /><br />"There's so much hope riding on that rocket," he said. "When it worked ... and they saw their handiwork in space and operating as it should, there was tremendous elation. For us, it's like winning the Super Bowl."<br /><br />But the launch is just the beginning, and the toughest tasks in the mission lie ahead.<br /><br />The Dragon capsule will rendezvous with the space station as it circles the Earth at about 17,000 mph. Once the Dragon catches up to the station, it must complete a series of complicated tests to determine if it is ready to dock.<br /><br />If all goes well, the crew aboard the station will snag the spacecraft with a robotic arm and lead it in. SpaceX hopes to dock the Dragon, which is designed to carry up to seven astronauts, as early as Friday.<br /><br />After years of testing, NASA is hoping to turn the job of carrying cargo and crews over to private industry at a lower cost. Meanwhile, the agency will focus on deep-space missions to land probes on asteroids and Mars.<br /><br />The agency has poured nearly $400 million in seed money into SpaceX in hopes that the company can one day complete routine missions to the space station. NASA is doling out $63 million to the Russians each time it wants to send an astronaut to the station.<br /><br />SpaceX, formally known as Space Exploration Technologies Corp., is one of the leading contenders to carry astronauts for NASA one day. Company officials say cargo missions will yield valuable flight experience toward accomplishing this goal by 2015.<br /><br />Still, the company has experienced repeated delays over the years. For instance, SpaceX planned to launch the current mission Saturday. The countdown was flawless until the last second, when the rocket engines briefly lit up and then went dark.<br /><br />SpaceX said a flight computer detected an anomaly in one of the rocket's nine engines and automatically shut down the launch sequence. Later that day, company engineers traced the problem to a faulty valve, and technicians fixed it within hours.<br /><br />That made Tuesday's launch all that more exciting for Musk, who said that when he saw the Falcon 9 finally lift off, "every bit of adrenaline in my body released at that point."<br /><br />Founded in 2002, SpaceX makes the Dragon and Falcon 9 at a sprawling facility in Hawthorne that once was used to assemble fuselage sections for Boeing 747s. The hardware is put on a big rig and trucked to Cape Canaveral for launches.<br /><br />The company, with about 1,800 employees, has a $1.6-billion contract to haul cargo in 12 flights to the space station for NASA. If the current mission is successful, SpaceX will begin fulfilling the contract later this year.<br /><br />SpaceX has now had three successful launches of the Falcon 9.<br /><br />With Tuesday's successful launch, the reusable Dragon became the first U.S.-made spacecraft to head to the space station since the space shuttle started flying more than 30 years ago.<br /><br />"We're at the dawn of a new era in space exploration," Musk said. In that case, Garcia was on the scene and personally directed the officers to storm the building.<br />That was bad enough.<br />But that was just the teeny-weenie tip of the iceberg that things were not going well in that passion-driven department. Apparently, the cauldron of lust was spreading like a bad dose of STDs on the corner of Jackson Street between Sixth and Seventh streets.<br />Just a week ago, we learned that former Police Commander William Ingram suddenly retired after it became public that he was caught by Internal Affairs investigators who seized his city-issued cell phone and discovered nude photos he had sent to a woman with whom he admitted he had been carrying a "relationship".<br />Ingram joined the department in 1977 and was promoted to Commander of Uniform Services September 16, 2009, during Garcia's watch.<br />According to PD sources, the report filed against Ingram by the woman had the victim claiming that he started sending her photos of himself and was persistent in that she send him some back. The woman is said to have complied with one photograph of herself, but sources say they were nothing as revealing as the numerous nude photos Ingram sent her from the police station gymnasium using his city-issued cell phone.<br />Coming, as it does, after a similar incident late December when the department weathered another texting scandal when a dispatcher was arrested on harassment charges for posting online text messages and photographs between her husband, a police officer and a female officer, this latest incident makes the department look bad, administration sources said.<br />But Garcia, just in time, in now chilling out at port and probably glad he slipped out unscathed.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-6133611500132515391?l=rrunrrun.blogspot.com' alt='' /></div>

CISNEROS GOES CRAZY IN SHERIFF'S RACE; OMAR'S LAWSUIT ON THE WAY

He said the comment on the dementia was made to him by the sheriff's sister, a claim challenged by Lucio.</div><br /><div>"Mys sister doesn't even talk to him," the sheriff countered. "I have my checkbook ready for when I talk to my attorney today. When you start making statements about people's health or of people's perceived disabilities without any medical proof, that's crossing the line."</div><br /><div>In fact, Lucio said, society's views on personal disabilities have advanced to the point where people's privacy outweighs any petty political gain that may be had by revealing a person's alleged illness to the public.</div><br /><div>"If a my neighbor's child has autism or other disabilities, I don't have any right to spread that to the public and invade his privacy," he said. "A person's health is a very serious personal matter."</div><br /><div>Lucio said that he has semi-annual physicals and has received a thumbs up on his physical and mental well-being. The lawsuit may force Cisneros to reveal where he may have gotten the idea that Lucio may be afflicted by any type of mental problem.</div><br /><div>"Shooting from the hip is easy," Lucio said. "But as I have said, wearing an gun and a holster like he does in his campaign signs doesn't mean that the person will make a good sheriff. Spreading these kinds of untruths shows a lack of respect for our growing elderly population. We should respect their experience and age because if you add both of these qualities up it equals wisdom."</div><br /><div>This is Cisneros' third attempt to get the Democratic nod for his party's nomination for sheriff. It was there that SpaceX employees had gathered, watched and cheered as the Falcon 9 climbed toward the heavens.<br /><br />"There's so much hope riding on that rocket," he said. "When it worked ... and they saw their handiwork in space and operating as it should, there was tremendous elation. For us, it's like winning the Super Bowl."<br /><br />But the launch is just the beginning, and the toughest tasks in the mission lie ahead.<br /><br />The Dragon capsule will rendezvous with the space station as it circles the Earth at about 17,000 mph. Once the Dragon catches up to the station, it must complete a series of complicated tests to determine if it is ready to dock.<br /><br />If all goes well, the crew aboard the station will snag the spacecraft with a robotic arm and lead it in. SpaceX hopes to dock the Dragon, which is designed to carry up to seven astronauts, as early as Friday.<br /><br />After years of testing, NASA is hoping to turn the job of carrying cargo and crews over to private industry at a lower cost. Meanwhile, the agency will focus on deep-space missions to land probes on asteroids and Mars.<br /><br />The agency has poured nearly $400 million in seed money into SpaceX in hopes that the company can one day complete routine missions to the space station. NASA is doling out $63 million to the Russians each time it wants to send an astronaut to the station.<br /><br />SpaceX, formally known as Space Exploration Technologies Corp., is one of the leading contenders to carry astronauts for NASA one day. Company officials say cargo missions will yield valuable flight experience toward accomplishing this goal by 2015.<br /><br />Still, the company has experienced repeated delays over the years. For instance, SpaceX planned to launch the current mission Saturday. The countdown was flawless until the last second, when the rocket engines briefly lit up and then went dark.<br /><br />SpaceX said a flight computer detected an anomaly in one of the rocket's nine engines and automatically shut down the launch sequence. Later that day, company engineers traced the problem to a faulty valve, and technicians fixed it within hours.<br /><br />That made Tuesday's launch all that more exciting for Musk, who said that when he saw the Falcon 9 finally lift off, "every bit of adrenaline in my body released at that point."<br /><br />Founded in 2002, SpaceX makes the Dragon and Falcon 9 at a sprawling facility in Hawthorne that once was used to assemble fuselage sections for Boeing 747s. The hardware is put on a big rig and trucked to Cape Canaveral for launches.<br /><br />The company, with about 1,800 employees, has a $1.6-billion contract to haul cargo in 12 flights to the space station for NASA. If the current mission is successful, SpaceX will begin fulfilling the contract later this year.<br /><br />SpaceX has now had three successful launches of the Falcon 9.<br /><br />With Tuesday's successful launch, the reusable Dragon became the first U.S.-made spacecraft to head to the space station since the space shuttle started flying more than 30 years ago.<br /><br />"We're at the dawn of a new era in space exploration," Musk said. In that case, Garcia was on the scene and personally directed the officers to storm the building.<br />That was bad enough.<br />But that was just the teeny-weenie tip of the iceberg that things were not going well in that passion-driven department. Apparently, the cauldron of lust was spreading like a bad dose of STDs on the corner of Jackson Street between Sixth and Seventh streets.<br />Just a week ago, we learned that former Police Commander William Ingram suddenly retired after it became public that he was caught by Internal Affairs investigators who seized his city-issued cell phone and discovered nude photos he had sent to a woman with whom he admitted he had been carrying a "relationship".<br />Ingram joined the department in 1977 and was promoted to Commander of Uniform Services September 16, 2009, during Garcia's watch.<br />According to PD sources, the report filed against Ingram by the woman had the victim claiming that he started sending her photos of himself and was persistent in that she send him some back. The woman is said to have complied with one photograph of herself, but sources say they were nothing as revealing as the numerous nude photos Ingram sent her from the police station gymnasium using his city-issued cell phone.<br />Coming, as it does, after a similar incident late December when the department weathered another texting scandal when a dispatcher was arrested on harassment charges for posting online text messages and photographs between her husband, a police officer and a female officer, this latest incident makes the department look bad, administration sources said.<br />But Garcia, just in time, in now chilling out at port and probably glad he slipped out unscathed.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-6133611500132515391?l=rrunrrun.blogspot.com' alt='' /></div>

He said the comment on the dementia was made to him by the sheriff's sister, a claim challenged by Lucio.</div><br /><div>"Mys sister doesn't even talk to him," the sheriff countered. "I have my checkbook ready for when I talk to my attorney today. When you start making statements about people's health or of people's perceived disabilities without any medical proof, that's crossing the line."</div><br /><div>In fact, Lucio said, society's views on personal disabilities have advanced to the point where people's privacy outweighs any petty political gain that may be had by revealing a person's alleged illness to the public.</div><br /><div>"If a my neighbor's child has autism or other disabilities, I don't have any right to spread that to the public and invade his privacy," he said. "A person's health is a very serious personal matter."</div><br /><div>Lucio said that he has semi-annual physicals and has received a thumbs up on his physical and mental well-being. The lawsuit may force Cisneros to reveal where he may have gotten the idea that Lucio may be afflicted by any type of mental problem.</div><br /><div>"Shooting from the hip is easy," Lucio said. "But as I have said, wearing an gun and a holster like he does in his campaign signs doesn't mean that the person will make a good sheriff. Spreading these kinds of untruths shows a lack of respect for our growing elderly population. We should respect their experience and age because if you add both of these qualities up it equals wisdom."</div><br /><div>This is Cisneros' third attempt to get the Democratic nod for his party's nomination for sheriff. <div>By <strong>Juan Montoya</strong></div><br /><div>This Sunday's political ads gave the local daily a flavor that it usually lacks on most Sundays when the grocery store ads are the only pages with real meat in them.</div><div>On the ad placed by Alex Dominguez, candidate for the District 35 Texas State Representative slot occupied by Rene Oliveira for the last 28 years, the challenger pointedly referred to the piss-poor reco<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjEp-cDoptVZTi38LSlmJLlSdZPYZ8wI3PLTfFxkHuz4MIMTS7asIXeGLzTLCkeT3B6UB7a9tdTMfE5JcJYXwEad3ihr-O7whbq7zGAK_xg2m-h1deF9fHxStCF64Au-p_d0i5w5p219_4/s1600/arene1.jpg"><img style="MARGIN: 0px 10px 10px 0px; WIDTH: 320px; FLOAT: left; HEIGHT: 240px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5745071923229441698" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjEp-cDoptVZTi38LSlmJLlSdZPYZ8wI3PLTfFxkHuz4MIMTS7asIXeGLzTLCkeT3B6UB7a9tdTMfE5JcJYXwEad3ihr-O7whbq7zGAK_xg2m-h1deF9fHxStCF64Au-p_d0i5w5p219_4/s320/arene1.jpg" /></a>rd of bills introduced and passed by the "Dean of Hispanic legislators" in Austin while he racks up huge bills wining and dining his "constituents."</div><div>On Feb. 8, the <em>Brownsville Herald</em> reported that "Oliveira reported contributions of $53,050 and expenditures of $109,240 for the six-month period of July 1 through Dec. 31, 2011 â" the most recent statement of such figures that he has filed with the Texas Ethics Commission.<br />During that period, Oliveira spent $12,028 on mostly lunches, drinks, appetizers and dinners in Austin, South Padre Island and Brownsville.<br />The statement shows that he spent an additional $1,262 during that period buying beverages at Benâ™s Liquor, Feldmanâ™s, Jones Liquor, Statewide Beverage and Twin Liquors."</div><div>In the report for the 30-day period prior top the election covering the period of January 1 through April 19, the Oliveira campaign reported that the candidate had received an additional $60,840 from diverse contributors, the great majority from Political Action Committees representing lobbyists, investment concerns, energy companies, communications giants, contractors and other interests from outside Districit 35.</div><div>Oliveira reported that he had spent $78,989 during the same period and had another $84,934 on hand.</div><div>By contract, his opponent, former teacher and local attorney Alex Dominguez reported $6,600 in contributions, $2,350 in expenditures and $2,773 on hand. He also listed a debt of $2,000 for a personal loan to his campaign.</div><div>Of the six contributors that he listed on his Texas Ethics Commission reports, only one â" from Antonio Domingez, a relative who is a high school principal â" was form outside the city, in Austin. The other five were all from Brownsville, ranging from a high school principal to the owner of a working-class lounge.</div><div>In fact, Oliveira spent more wining and dining his constituents than the combined total of what Dominguez has collected in contributions during the entire campaign. Lozano, Veronica Gonzales, Eddie Lucio III, Armando Martinez, Segio Muñoz, Oliveira not only had authored or co-authored less bills than any one of them, but that he was below the group's average of 39.9 bills authored by the rest.</div><div>â" Oliveira authored only 27 and coauthored 7, his 34 bills not even racing the group's average of 39.9.</div><div>Mind you, for a legislator who has bee there for 28 years to be shown up by the likes of Eddie Lucio III (85 bills authored, 16 co-authored) or first-termer J.M. Lozano (66 authored, 43 co-authored) is a telling indictment of where his focus has been in the 2011 legislative session.</div><div>The killer is that of these bills, the number of bills that Oliveira authored or co-authored that directly benefited education, teachers, nurses, firefighters or veterans is <em>a fat round 0</em>.</div><div>It's probably not profitable to Oliveira to spend his time filing legislation from these groups. When election time comes around, it's not going to be his lower-middle class or low-income constituents who are going to be giving him the big bucks. <div><br /><div><em>"We're all built up with progress.</em></div><br /><div><em>But sometimes I must confess.</em></div><br /><div><em>We can deal with rockets and dreams.</em></div><br /><div><em>But reality, what does it mean?"</em></div><br /><br /><div></div><br /><div>Curtis Mayfield, <em>Fred is Dead</em></div><br /><div><em></em></div><br /><div>By <strong>Juan Montoya</strong></div><br /><div>Somewhere on the lonely stretch of Highway 4 to Boca Chica, the SpaceX bandwagon was transformed into a steam roller.</div><br /><div>For more than a year now, the local Brownsville Economic Development Corporation â" known for its penchant to throw good money after bad â" has been meeting "in confidence (secret)" with state official and legislators who are trying to convince the commercial space launch company to consider a site off Boca Chica Beach for its satellite launch facility.</div><br /><div>The consultations have continued and â" after rejecting the offer of state land â" the company says it has acquired an option to buy acreage about three miles north of the Rio Grande River and five miles south of South Padre Island for its proposed facility.</div><br /><div>And, its spokesmen added, Brownsville is one of three sites it is considering. The Federal Aviation Administration's public hearing for its Environmental Impact Statement application is running concurrent with the applications by SpaceX for the EIS in the other two sites, one in existing launch area at Cape Canaveral and the other in a site in Puerto Rico.</div><br /><div>The fact that the local site will undoubtedly be hotly opposed by the conservationists groups such as the Sierra Club, the Audubon Society, Nature Conservancy, Ridley Turtle advocates, etc., doesn't seem to faze its supporters, many of who turned out to lobby the FAA-hired firm to show the backing of the community.</div><br /><div>The day prior to the hearing on the EIS, a meeting was held by invitation only at the main offices of Fred Rusteberg's International Bank of Commerce (IBC) where participants were prepped for the upcoming meet. All the usual suspects were there, including those who spoke at the top of the meeting.</div><br /><div>When people arrived at the table to sign up and voice their concerns, they found that the first 50 or so spots on the program were already filled by elected officials the likes of Brownsville Mayor Tony Martinez, Cameron County Judge Carlos Cascos, State Rep. Rene Oliveira, the Chamber of Commerce, the BEDC's CEO Jason HIlts, etc. There was even a spot saved for a student at UTB who said he was into pulsar research and that he would love to return to Brownsville and work for SpaceX.</div><br /><div>This was, we grudgingly admit, touching, and a tour de force by the orchestrators of the meeting. For example, he said that in 1998 he had introduced a bill to facilitate the construction of space ports in Texas. He failed, unfortunately, to convince his colleagues to pass the legislation, but in the following year, a majority approved a similar bill.</div><br /><div>Before we give Rene a standing ovation and run to the polls to cast our admiring vote, we should note that the only one thing wrong with that is that SpaceX is not saying it wants to build a space port here. It is a launch station.</div><br /><div>Oliveira went on to say he had passed legislation to limit the liability to space-industry firms (and his insurance buddies who contribute to his campaigns) if one of the tourism space travelers should be injured during potential flight to near space.</div><br /><div>Did we mention that SpaceX is <em>not</em> applying for a permit to launch manned space flights from Boca Chica?</div><br /><div>He then topped it off with the claim that he had procured $3.2 million to get the site "shovel ready" for SpaceX from the Texas Enterprise Fund.</div><br /><div>As Jim Barton in his <a href="http://www.meanmisterbrownsville.blogspot/">http://www.meanmisterbrownsville.blogspot/</a> stated:</div><br /><div>"Rene Oliveira that the State of Texas has committed $3,200,000 to get the launch pad site 'shovel ready.' Wrong, wrong, wrong! Just the opposite. Notice a portion of a letter from Rene Oliveira's own Chief of Staff J.J. Garza: </div><br /><div>"As of today, SpaceX has filed with federal officials a letter stating SpaceXâ™s intent to prepare an environmental impact study on the Boca Chica Beach site. From what we can tell, several federal agencies, including the Environmental Protection Agency, U.S. Fish and Game, and the Federal Aviation Administration, will have to evaluate and clear the project from an environmental and safety standpoint before it can proceed...The State of Texas, through the Enterprise Fund, has committed $3.2 million to the Boca Chica Beach site that SpaceX can access when the site becomes âœshovel ready.â</div><br /><div>This, as Barton said, is the opposite of what Oliveira said. Once the EPA, the Fish and Game Department, the FAA all "evaluate and clear" the project, and SpaceX gets the site "shovel ready," then the State of Texas will commit the $3.2 million. </div><br /><div>We might mention here that the FAA has never granted anyone (including NASA) a Certificate of Waiver or Authorization for powered flight over populated land masses over the continental United States (CONUS). No one has ever attempted to "thread the needle" with a rocket between Florida and Cuba which would be necessary for the project at Boca Chica to be viable.</div><br /><div>But, on the slim chance that all the hurdles are cleared and SpaceX is allowed to set up shop here, the company wants to start doing business with one or two launches a year at the beginning and then "ramp up" to perhaps once a month in the span of 10 years.</div><br /><div>By then our pulsar-driven student will be in his thirties, young Tetrau-Kalifa may be in high school and will need a new jumpsuit, and the economic developers may have assured their job security and retirement benefits.</div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-3060622455667085844?l=rrunrrun.blogspot.com' alt='' /></div>

It is a launch station.</div><br /><div>Oliveira went on to say he had passed legislation to limit the liability to space-industry firms (and his insurance buddies who contribute to his campaigns) if one of the tourism space travelers should be injured during potential flight to near space.</div><br /><div>Did we mention that SpaceX is <em>not</em> applying for a permit to launch manned space flights from Boca Chica?</div><br /><div>He then topped it off with the claim that he had procured $3.2 million to get the site "shovel ready" for SpaceX from the Texas Enterprise Fund.</div><br /><div>As Jim Barton in his <a href="http://www.meanmisterbrownsville.blogspot/">http://www.meanmisterbrownsville.blogspot/</a> stated:</div><br /><div>"Rene Oliveira that the State of Texas has committed $3,200,000 to get the launch pad site 'shovel ready.' Wrong, wrong, wrong! Just the opposite. Notice a portion of a letter from Rene Oliveira's own Chief of Staff J.J. Garza: </div><br /><div>"As of today, SpaceX has filed with federal officials a letter stating SpaceXâ™s intent to prepare an environmental impact study on the Boca Chica Beach site. From what we can tell, several federal agencies, including the Environmental Protection Agency, U.S. Fish and Game, and the Federal Aviation Administration, will have to evaluate and clear the project from an environmental and safety standpoint before it can proceed...The State of Texas, through the Enterprise Fund, has committed $3.2 million to the Boca Chica Beach site that SpaceX can access when the site becomes âœshovel ready.â</div><br /><div>This, as Barton said, is the opposite of what Oliveira said. And the new majority, instead of heaping bonuses on the likes of Port Director edie Campirano and others, will now try to raise the salaries of the minimum-wage employees out there, sources said.</div><br /><div>"The port is making money," said one, "but Reed, Ralph and Campirano were going through it like water."</div><br /><div><span style="font-size:100%;">Another likely target of the new majority will be the expensive lobbyists that have been on retainer since the days of Port Director Raul (sorry) Besteiro and his cohorts in Washington like former congressman Solomon Ortiz and his right-hand man Lencho Rendon.</span></div><br /><div><span style="font-size:100%;">For example, the of the Washington D.C.-based LeMunuon Group's total annual income of </span>$465,000, they clean up on the port's munificence to the tune of $120,000 per year. And what do we get in return? So far, every application for the so-called TIGER grants from the U.S. Dept. of Transp[oertation has been zilch. In fact, on ruind two of the grants, the port paid an engineering firm almost $100,000 only to be left out of the grants. They're too far from any major airport, and there aren't enough people within a three hour drive to warrant it."<br />Nonetheless, Cowen convinced the Cruise Ship Committee, an entity composed of representatives from Cameron County, the port,, Port Isabel, South Padre Island and Valley International Airport,to set up a five-member task force to execute the so-called Cruise Initiative. </div><br /><div>The paid consultants , of course, have said that a market exists here and have given Cowen the impetus to push the plan forward. </div><br /><div>âœIt would need some improvements, but itâ™s within the realm of possibility to get it started with what we have,â Cowen, who also delivers the Charro Days grito each Frebruary, crowed to the <em>Brownsville Herald</em>. So far the five entities have chipped in for $25,000 for a first study and will be touched again for another $48,000 t determine the feasibility of bringing a cruise line here. </div><br /><div>Then again, if the conclusions are not positive, that will have been money spent chasing Cowen's pipe dream. </div><br /><div>"Expect that effort to dwindle," said ourt source.
