Mando for the Democratic Party nomination for the newly-created District 34 congressional seat, and Chuck for the DA's position his boss is leaving vacant.<br />As legal eagles of the Cameron County District Attorney's Office, they ruled the roost.<br />But how about dispensing equal and impartial justice?<br />Take a gander at this.<br />Mattingly and Villalobos were content to settle for 23 years imprisonment for Amit Livingston who murdered a teacher and then dumped her body in a shallow grave in the far reaches of the South Padre Island national Seashore. The woman left a husband and children behind.<br />They were content to get 45 years for the pastor who paid five hitmen to murder his wife for a $120,000 insurance policy.<br />And yet, at the Galvan trail Mattingly insisted on a 90-year prison sentence when he went before the jury, even though the defendant Javier De la Rosa was just 16 at the time he committed the admittedly gruesome crime.<br />Was this a case of vindictive justice, or a convenient high-profile case that came along just in time for for the primary elections where he is a candidate?<br />Mattingly, in his campaign speeches, delights in enunciating the names of those bad guys that he has convicted and sent away for a long, long time.<br />Funny how he doesn't enunciate the name of Amit Livingston, who they let go, or of Pepe Villarreal who slipped though their fingers and is not across the border.<br />You've met Frick. Apparently, the use of a city-issued cell phone, the taking of nude photos inside the Police Department gymnasium, and the continued sexual harassment of a local woman who he says was a former PD employee are not prosecutable acts now that he will be conveniently gone.<br />“He is leaving on Friday,” Rodriguez said. “We have no employee to deal with."<br />Isn't that rich?<br />Well, Chief, today is Wednesday, and the perpetrator of the acts is still employed by the city and is on the premises exercising his full official authority? What do you mean that we have no employee to deal with?<br />To make matters worse, Ingram apparently admitted to having a "relationship" with the woman over an undetermined period of time.<br />“I made a mistake, so I retired and am hoping to be forgiven and move on,” Ingram said.<br />The newspaper says that one photograph shows Ingram in full frontal nudity, using a cell phone to snap the photograph of himself as he faces a full-length mirror.<br />But what he didn't tell the newspaper was that the nude photo wasn't the only one that he sent the woman, but rather that it was the most graphic of a series of photos that he sent over a period of time. Sources say that Ingram was insistent on having the woman send him pictures of herself as well.<br />"It got to the point where she had had enough and let the PD know about it," they said. "When Internal Affairs looked at the photos, they indicated that they had been sent by Ingram."<br />Some of the photos were not nudes. Taken from inside the PD gymnasium, they show Ingram making a muscle and smiling broadly at the mirror in shots taken of the reflection.<br />Ingram, a 35-year veteran of the force, said the woman had left the department in 2008.<br />He was most recently commander of the traffic division. Rodriguez said that even though Ingram may have violated the code of conduct, there is no recourse for administrative action and that he doesn't contemplate additional investigations will be launched.<br />Ingram was contrite in his interview with the newspaper.<br />"I was morally wrong and should not have done it,” he told the reporter. “I am suffering because of it.”<br />Coming, as it does, after a similar incident lat December when the department weathered another texting scandal when a dispatcher was arrested on harassment charges for posting online text messages and photographs between her husband, a police officer and a female officer, this latest incident makes the department look bad, administration sources said.<br />But, as in the incident then, there should be no fallout as to prosecution.<br />The Cameron District Attorney’s office under Armando Villalobos later dismissed those charges.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8680206376585382162?l=rrunrrun.blogspot.com' alt='' /></div>
