TRAFFIC METER ORDINANCE LATEST OF CITY'S ABSURD IDEAS
---------------------------------------------------------------
<div>By<b> Juan Montoya</b></div><div><i>“We are not there to hurt anybody ... meters are not there to make any money. They are there to move traffic around … to keep traffic flowing,”</i><span> City of Brownsville Traffic Director Robert Esparza</span><span></span></div><div><br /></div><div>And so, in his stated quest to make nice with the residents and visitors to Brownsville, Traffic director Robert Esparza and City Manager Charlie Cabler are urging the city commission to pass an ordinance that would allow installation of more parking meters and an increase in parking fees.</div><div>A compliant commission did just that and passed its first reading at their last meeting with the second reading scheduled in a week.</div><div>The ordinance will leave it up to the traffic department director â€" read Esparza, The Benevolent â€" and Cabler, The Magnanimous, to install yet more parking meters in the city and to raise fees in the future as they see fit.</div><div>As a comparison with Brownsville's 50-cent per hour rates, they pointed out that San Antonio, up nawth, charges<span> </span><span>75 cents per half-hour with a maximum fee of $3 per meter.</span></div><img src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgL4OjRvUJhLEBIpRZzZutovQp7AwkqNrenquqbI5BFAy1c5nkpUPRqfDneYL-jFf53OTB0eW7FF4CSuey-7J6-YZuP0Magc3gLLhk-P0RD4niyvCFb7WeGUgvbfTOpHiLIs2LA28PRim0/s400/tickets.jpg" border="0" alt="" id="BLOGGER_PHOTO_ID_5730991675908486434" style="float: right; margin-top: 0px; margin-right: 0px; margin-bottom: 10px; margin-left: 10px; cursor: pointer; width: 400px; height: 258px; " /><div><span>Under their plan, </span><span>the fee would be raised to 50 cents per hour, compared with the curren</span><span>t 25 ce</span><span>nts an hour.</span></div><div><span>Now, according to Esparza it's not the money, honey, that is motivating the call for the new ordinance. Rather, it's traffic mobility that's the driving force behind this move.</span></div><div><span>Oh, yes, downtown Brownsville and downtown San Wilmas is just about an even comparison, isn't it?</span></div><div><span>Granted, the local citizenry just celebrated the Easter Bunny, but that rationale is best left to parents when they explain the Tooth Fairy and other myths of the culture to their gullible offspring. Even then, that rationale might be a hard sell.</span></div><div><span>With the ordinance well on its way to become law, how will this affect the city's bottom dollar?</span></div><div><span>According to the Brownsville Finance Department, the city racked in a tota</span><span>l of $310,581.49 from parking meters (if all they take is nickels, dimes and quarters how did the 49 cents come about?).</span></div><div><span>Additionally, another $195,054.87 in revenue came from overparking fines paid to the city. Another $2,253 came in through parking administration fees, $6,025.66 in boot fines mailing penalties and another $625 in boot fines booting fees. When you add up the other parking lot rentals, transfers, etc., the grand total from these parking enterprises at the close of the 2011 fiscal year came to the grand total of $544,399.54.</span></div><div><span>That amount is significantly reduced (at least by half) after expenses</span><span> in supervision and labor.</span></div><div><span>The plan, as it is outlined in the ordinance, will be to make downtown parking (and elsewhere) a moneymaker.</span></div><div><span>Now, we know that almost all of the city honchos have exclusive parking spaces (as do city commissioners and firefighter supervisors), and these are almost always empty on the weekends. But don't dare park in one of those on a Saturday because there will magically appear a yellow parking envelope with a citation on your windshield.</span></div><div>And yes, perhaps it is time to increase the parking rates here, but there is always a down side to this move.</div><div>Have you circled the downtown area vainly looking for a place to park so you can dash into a store or run an errand? In most cases, people just give up and do their shopping or chores somewhere else where there is less congestion and a parking space that doesn't have a meter.</div><div>Esparza says that if he increases parking meter rates more people will flo<span>ck to the downtown area to pay more, a kind of "if you install them they will pay" logic.</span></div><div>So what, pray tell, is the purpose of offering free parking during the Christmas holiday to bring in more shoppers? Is this an aberration that occurs only when shoppers are filled with Christmas bliss?</div><div><span></span></div><div><span>There are already parking meters at the Brownsville South Padre Island International Airport. With the new ordinance, it would allow the Traffic Department to install them on the north side of town and other areas if needed, Esparza said.</span></div><div>By his own logic, Esparza (and the city administration) would have us believe the higher rates would generate business for downtown merchants, with motorists scurrying to get out of the area because of the higher meter rates. He also said that the majority of the metered parking spaces are used by downtown employees who take up the meters and prevent prospective shoppers from parking to shop.</div><div>Why don't they just say that they have hit upon parking space increases as a way to fatten the budget? It would be refreshing if they would just be sincere and be done with it instead of thinking we will swallow these fanciful notions of theirs that the public wants to pay more for anything.</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8552106956867466419?l=rrunrrun.blogspot.com' alt='' /></div>

THE PETE SEPULVEDA LEGACY: DROPPING THE BALL ON ROADS
---------------------------------------------------------------
<div>By <strong>Juan Montoya</strong></div><br /><div>He was Mr. Everything.</div><br /><div>From managing the county's three international bridges to its airport, the county<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgFJnVsu8wlAtmD-W8FF2aliC1Vb5o2_OKQrM5C0h1OmjfEXrjF0bEAVhv0mBdCthB9EMIMQbGSv9V3utGIdk8i6JvjxflhlcegdGokiRvmMM61-QT8d7omFrj0lr3lh5IJw-nMEUrHZPs/s1600/pete.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 158px; FLOAT: right; HEIGHT: 155px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5730943603919798370" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgFJnVsu8wlAtmD-W8FF2aliC1Vb5o2_OKQrM5C0h1OmjfEXrjF0bEAVhv0mBdCthB9EMIMQbGSv9V3utGIdk8i6JvjxflhlcegdGokiRvmMM61-QT8d7omFrj0lr3lh5IJw-nMEUrHZPs/s320/pete.jpg" /></a>'s roads, and even its planning and management department Cameron County Administrator Pete Sepulveda was everything to everybody. Additionally, Pete was also working to built a new international briodge, the second causeway to South Padre Island and even offered to help the Port of Brownsville build the bridge it has been wanting for the last 40 years.</div><br /><div>He even had time left over to moonlight as the director of the Cameron County Regional Mobility Authority, for a slight fee, of course.</div><br /><div>Now that the CCRMA has claimed him as their own, Sepulveda can no longer tap into at least five different county funds to pad his hefty $280,000 salary. Below is a list of the sources of his salary while he was at the county: </div><br /><div>County Airport Manager: $5,602; Planning and Inspection: $53,980; Veterans Bridge: $48,516; Los Indios Bridge: $19,391; Gateway Bridge: $14,151;</div><br /><div>Total (county) $141,580 </div><br /><div>Reg. Mob. Auth.: $75,00 </div><br /><div>Total (Salary): $216,580 </div><br /><div>(Est.)30 percent benefits: $73,190</div><br /><div>(Grand total): $288,770 </div><br /><div>His assistant David Garcia was no different. Drawing from the same sources, Garcia was paid just slightly less, at: Total (Salary) $180,654 </div><br /><div>30 percent benefits (est.): $60,210 </div><br /><div>(Grand Total): $240,864 </div><br /><div>Now, it doesn't take a genius to figure that a mere mortal could not possibly manage all these tasks and not be overstretched. Something, somewhere, had to snap.</div><br /><div>Take roads, for example. When Public Works under the questionable leadership of Sepulveda's supervisor Louis Ara undertook what by now should have been a mundane task of paving Paloma Blanca Road in Precinct 1, they worked on the plan for months, and then sent in the Public Works crew to prepare the base and drainage.</div><br /><div>The crews labored for two months getting the prep work done and had set the drainage culverts in place before the actual overlay was begun when they ran into a snag. Apparently, someone had forgotten to do the property title work and overlooked the fact that the road easement in front of the property of Southern Texas Title Co. owner Guy Huddleston wasn't dedicated to the county.</div><br /><div>When Huddleston protested and demanded that the road crews remove the culverts and drain boxes from his property, a brouhaha ensued and the crews had to go back and remove the offending structures. Someone, apparently, had not done their homework at Public Works, Engineering, Right-of-Way, Supervision, Administration, etc.</div><br /><div>"It sees like someone dropped the ball," Sepulveda sheepishly told the commissioner for the precinct. "The easement doesn't belong to the county. We'll have to remove everything from Mr. Huddleston's property."</div><br /><div>Then, take the recent work done at Cameron Park by the same Public Works crews under the direction of the inept Ara, supervised by Garcia, Sepulveda's high-priced assistant. In that project, the workers were placed under an Ara favorite, foreman Ruben Gonzalez, who showed immediately upon arrival at the project that he didn't know his keister from a bar ditch. He had workers climb into deep trenches without the OSHA-mandated protection for workers in sloping ditches.</div><br /><div>OSHA mandates that entities doing the work may use a trench box or shield that is either designed or approved by a registered professional engineer or is based on tabulated data prepared or approved by a registered professional engineer. </div><br /><div>Timber, aluminum, or other suitable materials may also be used. OSHA standards permit the use of a trench shield (also known as a welder's hut) as long as the protection it provides is equal to or greater than the protection that would be provided by the appropriate shoring system.</div><br /><div>Well, our Mr. Gonzalez knew nothing of this and had the workers climb into the trenches without the required protection. But he was Louis Ara's bud, though.</div><br /><div>One, Javier Mendoza (Nuco), had the misfortune of suffering the predicable: the trench collapsed and trapped him under tons of dirt. He suffered serious injuries including damage to his internal organs and has now been declared disabled and can no longer work.</div><br /><div>As an afterthought, Ara suspended his appointee as foreman Gonzalez and now the county has been forced to pay for all the injured worker's medical and disability payments.</div><br /><div>As the commissioners contemplate replacing Sepulveda, and hopefully his able assistant Garcia, they would do well to take a second look at the pyramid of ineptness that now rules Public Works before someone else gets hurt or perhaps killed as a result of the rampart favoritism that allows compadres of the big shots to have them reign over competent workmen. </div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8105799932240015780?l=rrunrrun.blogspot.com' alt='' /></div>

ARE CAMERON COUNTY RESIDENTS BEING GOUGED FOR LICENSE PLATES?
---------------------------------------------------------------
<div><div>By <strong>Juan Montoya</strong></div><div>Jimmy had just returned from working in Louisiana and needed to get new license plates for his car.</div><div>A journeyman electrician, he had to leave town with a company that paid him decent wages not available locally. He left his family in Brownsville and went off for months at a time, returning only between contracts.</div><div>When he returned, he found that his kids had not paid the installments he had negotiated with the court regarding a vicious dog citation of some $186.</div><div>"I had sent the money to the house, but the boys didn't take care of the payments," he said.</div><div>When he went up to window at the Cameron County Tax Assessor-Collector, he was told he couldn't get them because there was an outstanding fine he had to pay. There was also a warrant.</div><div>Luckily for him, he had come in during amnesty week at the municipal court and the judge deleted the warrant fine and allowed him to pay $90 that he owed and gave him the release.</div><div>Expecting to pay a $10 reinstatement fee on top of the $65 for his plates, he w<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhXpkPW3rjOsvyrv7TJfmUwPpc2OYBzv7DooUVZ7hry72s3WGAXq_pOHjY5SSqNa5TSzT3s4E_l2s9EQZRKEPyrVr2hoK28onsScsVJbthE7hAsQW0xRgJU-T_8djJ-QPbsrU3yKaUmJII/s1600/gas-gouge-JPEG1.jpg"><img style="margin: 0px 0px 10px 10px; width: 248px; height: 320px; float: right; cursor: pointer;" id="BLOGGER_PHOTO_ID_5730580244039595890" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhXpkPW3rjOsvyrv7TJfmUwPpc2OYBzv7DooUVZ7hry72s3WGAXq_pOHjY5SSqNa5TSzT3s4E_l2s9EQZRKEPyrVr2hoK28onsScsVJbthE7hAsQW0xRgJU-T_8djJ-QPbsrU3yKaUmJII/s320/gas-gouge-JPEG1.jpg" /></a>as surprised when he got to the license plate clerk and was told that there would be an additional $30 tacked on to the $65 of his plates.</div><div>"I asked him why and he told me that the county was in a regional mobility authority and that $10 was added to the plates for that," he said. 'When I asked him about the other $20, he told me that Cameron and Hidalgo counties had followed the recommendations of the tax assessor-collector and tacked on an extra $20 to delete the ticket information from the system. All that takes is a a click on a keyboard," he said. "That seems s little extreme to me."</div><div>In fact, in looking over the amounts that counties across the state tack on for that simple function, a local television station (KRGV-Channel 5) has found out that out of all the Texas counties who have taken advantage of the reinstatement fees charged to motorists, only Cameron and Hidalgo have passed on the top limit of $20.</div><div>In fact, both are listed as having the highest vehicle registration fees in the entire state of Texas. They're almost double that of cities like Houston, Dallas and Austin. Most counties charged $10, including places like Dallas, Houston and Austin. Hidalgo and Cameron County both issued the highest fee in the state at $20.<br />There are some 500,000 vehicles are registered in Hidalgo County. We have been unable to learn how many there are in Cameron County.</div><div>However, that means little to Jimmy, who has found work here, albeit at a fraction of what he earned in northern states.</div><div>"If I was making that kind of money here I could understand," he said. "But when you have counties with cities like Houston and San Antonio where people make good money charging less than they charge here, it doesn't seem right. People make a lot less here."</div><div>Jimmy since has had the dog that brought him all that grief euthanized. </div><div>"I thought the saying was 'muriendo el perro se acaba la rabia,'" he said. "But Tyson (the pit bull) is still costing me money, especially with the added costs at the license plate office."</div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8806892716917905177?l=rrunrrun.blogspot.com' alt='' /></div>

IS SPACEPORT ANOTHER BEDC FLY-BY-NIGHT SCAM?

It could also be on some piece of private property somewhere out on the tidal flats.<br />Promoters say that all that's needed is an environmental clearance to put this area in the running against another two sites â€" one in Florida and another in Puerto Rico â€" for the installation of Space Exploration Technologies,’ or SpaceX’s, launch site for Falcon 9 and other commercial space vehicles.<br />Before you start making your down payments on your space suit, let's think this one out.<br />That BEDC is trying to "lure" the company down here means that it will "incentivize" the firm with some type of financial inducements to bring its high-tech operations to our area.<br />But, let's also remember that it's going to be hard to get those propulsion engineers and payload specialist standing in line at the Cameron Workforce Center to apply.<br />We know, for example, that the state ranks last in the percent of the adult population age 25 or over that graduated from high school. It is also 37th in the percent of population enrolled in degree-granting institutions, 35th in academic research and development, and 41st in science and engineering degrees awarded.<br />However, the silver lining is that thanks to the forward sightedness and vision of the BEDC and the TSC-UTB leadership, we here in South Texas are at the cutting edge of research. UTB, for example, can lay partial claim to the discovery of a previously undetected pulsar spinning hundreds of light years away above the Milky Way's galactic plane faster than the speed of light.<br />This will allow researchers to verify our basic understanding of physics and give us a new tool to study the universe, not to mention creating "hundreds of jobs" in the unspecified future.<br />And, according to Gilbert Salinas, executive vice president of the BEDC, should the space port company decide to build such a launch site in Brownsville, it could cut the area’s unemployment rate by at least 1 percent.<br />Now, we don't know where Salinas pulled this number from, but we really doubt that of, say, 15,000 people unemployed locally, 150 of them would have the credentials to be launch-pad specialists, aerospace engineers, etc. A television station interviewed a BEDC spokesperson who mentioned that as many as "600" jobs could be created.<div>And Cameron County Judge Carlos Cascos mentioned the "educational" and tourism potential of the project. How public education could benefit from a private aerospace enterprise on private land was not explained.</div><div>Was the 1 percent a pie-in-the-sky wish or one that was thrown out there to impress the rubes?<br />As the article in the local daily stated, this is not South Texas' first rodeo with this kind of proposal.<br />Several years ago, Willacy County was eyed for a "space port" project, and a 22-pound test rocket was launched in 2002 near Port Mansfield. The newspaper stated that the program fizzled after the Sept. 11, 2001 terrorists attacks when the FAA banned future launches.<br />Now, this space port proposal is closer to the border where crazies like the "Zetas," "the Gulf Cartel and others are active on both sides of the border.<br />Good thing the shovel-in-the-ground stage is far out in the future so that we can have a good chance to really scrutinize it before the BEDC, predictably, starts to throw our sales-tax money at outsiders who may be here today and fly-by-night tomorrow.</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-7713978081064629409?l=rrunrrun.blogspot.com' alt='' /></div>

IS PEMEX READY FOR DEEP DRILLING ALONG TEXAS COAST?
---------------------------------------------------------------
<i>(Ed.'s Note: :Those of us who were around the Gulf Coast in 1979 remember the gobs of gooey mousse [oil mixed with saltwater and sand] that washed up on Boca Chica Beach and South Padre Island after the Ixtoc well blowout in the Bay of Campeche. Now that Pemex has announced it will drill off the coast along the demarcation line between the U.S. and Mexico, fears are rising that a BP-like spill could potentially destroy the tourism and seafood industries along the Gulf. The following article explores that potential.)</i><div style="font-style: normal; "><span><span><br />By Tim Johnson</span></span></div><div><i>McClatchy Newspapers</i><br />MEXICO CITY â€" Two years after the worst offshore oil spill in U.S. history, Mexico's state oil company is about to test its hand at drilling at extraordinary depths in the Gulf of Mexico. If all goes as planned, Petroleos de Mexico, known as Pemex, will deploy two state-of-the-art drilling platforms in May to an area just south of the maritime boundary wit</div><div>h the United States. One rig will sink a well in 9,514 feet of water, while another will drill in 8,316 feet of water, then deeper into the substrata.<br />Pemex has no experience drilling at such depths. Mexico's oil regulator is sounding alarm bells, saying the huge state oil concern is unprepared for a serious deepwater accident or spill. Critics say the company has sharply cut corners on insurance, remiss over potential sky-high liability.<br />Mexico's plans come two years after the Deepwater Horizon catastrophe, the worst oil spill in U.S. history. On April 20, 2010, a semi-submersible rig that the British oil firm BP had contracted to drill a well known as Macondo exploded off the Louisiana coast, killing 11 workers and spewing 4.9 million barrels of oil in the nearly three months it took engineers to stop the spill.<img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;width: 400px; height: 267px;" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhDLyqGHLpM8oWumRtPmvbt9taqgRoJpohyoOfdgApFI2d5bNjBBxXbRho4ahvXTarb6HWbFpjTfZ5K-zcq0475XX14IUNKyPAJF2P6HjFIG4JgL5Ky9WtMBoteOrURZCKoiS3zB3ysVtM/s400/ixtox1.jpg" border="0" alt="" id="BLOGGER_PHOTO_ID_5729783775834034306" />BP has said the tab for the spill -- including government fines, cleanup costs and compensation -- could climb to $42 billion for the company and its contractors.<br />Pemex's plans to sink even deeper offshore wells underscore Mexico's pressing need to maintain sagging oil production -- exports pay for one-third of government operating expenses -- along with oil companies' desire to leverage technology and drill at ever more challenging depths.<br />Carlos A. Morales, the chief of the Pemex exploration and production arm, which employs 50,000 people, voiced confidence that his company has the ability to sink wells in ultra-deep water.<br />"Pemex is ready to undertake the challenge and to do it safely," Morales said in an interview in his 41st-floor office at Pemex headquarters in this capital city.<br />"You have to bear one thing in mind," he said. "Pemex is the biggest operator in the Gulf -- including everyone -- both in production and in the number of rigs we operate. We are operating more than 80 rigs offshore."<br />The area where the two wells are to be sunk is some 30 miles south of the maritime boundary in the Gulf between Mexico and the United States.<br />"This requires managerial expertise that Pemex lacks," said Miriam Grunstein Dickter, an oil expert at the Center for Research and Teaching of Economics, a Mexico City institute in the social sciences. "When you contract a service company, they perform the work that you command them to perform. Here, Pemex does not know how to command the service company."<br />After the Deepwater Horizon disaster, BP, the U.S. Coast Guard, and state and federal officials mustered some 3,000 vessels to help set booms, clean marshes and gather spilled crude.<br />Mexico has nowhere near that fleet of vessels at its disposal. Its navy has 189 ships. Pemex itself contracts around 180 boats.<br />That's one of the concerns of Juan Carlos Zepeda, the head of Mexico's National Hydrocarbons Commission, a regulatory body created in 2009 that's wrestled with Pemex over its practices, demanding that it adopt global standards on safety and preparation for worst-case scenarios.<br />The two sides have been in a power struggle. The 74-year-old state company is used to setting its own rules, not following the impositions of regulators.<br />"Pemex is just not accustomed to being bossed around," Grunstein said.<br />A point of contention has been insurance. Zepeda wants Pemex to have insurance to pay for even catastrophic spills, like BP's Macondo well. But Pemex balks.<br />Pemex has signed a contract with Wild Well Control, a Houston company with blowout expertise. Morales said Pemex was negotiating a contract with a second Houston firm, Cameron International, that had sophisticated tools -- such as huge underwater capping stacks -- that helped BP control its Macondo well below the Deepwater Horizon.<br />Still, the Deepwater Horizon disaster haunts like a lingering nightmare.<br />"Macondo was a watershed in deepwater drilling. There is before Macondo and there is after Macondo," said Fabio Barbosa, an economist at the National Autonomous University of Mexico who specializes in the oil industry.<br />Barbosa said Pemex was deeply concerned about sustaining oil production and stemming a decline of proven oil reserves, 50 percent of which were in deep water. Pemex's production has fallen from 3.4 million barrels per day in 2004 to about 2.55 million barrels a day now.<br />"They consider it their duty to elevate crude production. They are moving about, driving production in every way they can," Barbosa said.<br />Energy consultant David Shields, who edits a Spanish-language industry magazine, Energia a Debate, said it was one factor impelling Pemex but that Mexican leaders had observed rapid development of U.S. offshore wells in the Gulf and wanted to lay claim to nearby undersea areas of their own, even if it stretched their capabilities.<br />"They want to put the flag there," said Shields, who's a nationalized Mexican. "The oil industry is a lot like that. They want to go after bigger and bigger challenges. Once you go up a small mountain, you want to go up a bigger mountain."<br />Shields added: "The risks are massive and the potential benefits are comparatively small."<br />Morales, the Pemex executive, disagreed that his company can't handle the risk: "We are going there because there are resources that belong to the nation. We have the mandate to explore and produce for the nation."<br />He added: "We are capable of fulfilling all our obligations."<div style="font-style: normal; "><span></span></div></div><div><br /></div><div><span style="font-family: Arial; text-align: -webkit-auto; background-color: rgba(255, 255, 255, 0.917969); font-size: small; ">Read more here: </span><a href="http://www.adn.com/2012/04/07/2412580/mexicos-plan-to-drill-deep-gulf.html#storylink=cpy" target="_blank" style="color: rgb(17, 85, 204); font-family: Arial; text-align: -webkit-auto; background-color: rgba(255, 255, 255, 0.917969); font-size: small; ">http://www.adn.com/2012/04/07/<wbr>2412580/mexicos-plan-to-drill-<wbr>deep-gulf.html#storylink=cpy</a> </div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-333663549234253772?l=rrunrrun.blogspot.com' alt='' /></div>
