BEGUM RACE GETS NASTY AND PERSONAL ON SOCIAL MEDIA

Like everything else, there is a good and a bad, particularly in politics.<br /><br />Every candidate running for office endures mixed public comments in politics. However, traditional media usually utilizes fact checking, interviews both sides and presents the issues to the viewer. With the advent of social media, none of this occurs. As such, many things that are written are wholly incorrect or just complete fabrications.<br /><br />Unfortunately, my late half brother's ex-wife has creeped up and attempted to extort my mother. This lady who goes by the screen name of Scarlet O'hara is really Josefina Canales. She has also gone by numerous married names including Josefina Auten, Josefina Myhre and Josefina Begum. She claims to have gone to Harvard on her face book, although she never attended this college and does not have a college degree. This lady has a long and sordid history.<br /><br />Recently, she attempted to extort my mother by sending her a Facebook message. She said that if my mother did not pay her, she would bad mouth her on the Internet. Of course, my mother refused to pay her one single penny!<br /><br />We are in the process of reporting her actions to the authorities and looking at additional legal options.<br /><br />I guess this is the unfortunate part of politics......no wonder why many good folks refuse to run for office. You get these looney people coming out of the woodwork.....<br /><br />Onward!<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8199966315553900129?l=rrunrrun.blogspot.com' alt='' /></div>

BUS DRIVERS PROTEST NEW OVERTIME RULES BY BISD
---------------------------------------------------------------
<div><em>(Today's protest and rally at the main office of the Brownsville Independent School District by some 100 bus drivers underscores the problems the distinct has had with its transportation department. Under the old setup, the recent forensic audit found that there was a huge issue with the amount of overtime that was being paid some drivers under the old transportation director, Jose Hector Chirinos. The bus drivers union has been very vocal in its demands for better pay. Recently, they held a blue-flu work stoppage with some 40 drivers absent from their positions and the administration had to hustle and <a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhK3Wfp5qfyFfy-4Zl2Wgs3vxXHYvZj7LAlHYh8pX-hIAlrPYQI62rewnF_G15lPkOtXIVZlmmS-sVf4Vl00izgK-Da3K7VNoARV8OHHc7z7u_4g2Chizwz_t62X3ZHa3-clq1M2jkN3tc/s1600/bus.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 320px; FLOAT: right; HEIGHT: 239px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5724659586193032706" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhK3Wfp5qfyFfy-4Zl2Wgs3vxXHYvZj7LAlHYh8pX-hIAlrPYQI62rewnF_G15lPkOtXIVZlmmS-sVf4Vl00izgK-Da3K7VNoARV8OHHc7z7u_4g2Chizwz_t62X3ZHa3-clq1M2jkN3tc/s320/bus.jpg" /></a>procured replacements to get the students to school and to their homes on time. Today, the parents of students at Oliveira Middle School were called to pick up their kids after a number of drivers did not show up to drive their buses. Across the district, some drivers did show up, but administrators still had students call their parents just in case the buses didn't show up. As the district moves to address the overtime issue at transpiration, it will probably draw the ire of the drivers and their union reps. Below, in case you didn't read the audit, is the section dealing with the Transportation Department. The department is now under the leadership of former Special Needs Director Art Rendon.)</em></div><br /><br /><div></div><br /><div>Overtime Issue: Transportation Department Administrator Jose Hector Chirinos:<br />FINDINGS AND RECOMMENDATIONS:<br />In interview, Chirinos stated the overtime abuse was there within the Transportation Department when he took over in 2005. He indicated his efforts to curb the abuse were thwarted by the unions and the board. Chirinos blamed the lack of supervisory assistance yet he himself failed to take a hard line on the issue. Based on the interviews of the drivers and monitors, they took full advantage of the ineffectiveness and complacency displayed by then administrator Chirinos.<br />Not only did Chirinos conceal (and) fail to disclose, but also took measures, in the form of termination and demotion, in an effort to prevent employees within Transportation Department from 1) revealing the truth about overtime abuse; 2) furnishing information ; and 3) confronting the abusers. Starting with Viola Currier in 2006 and continuing to date with Terry Spellane, Chirinos subtly a nd effectively suppressed disclosure and evidence of abuse through firing and demotion.<br />First, Ms. Currier, with 19 years of experience in Transportation Department was terminated by Chirinos after she questioned employees about their riding the clock. Then, five years later, Ms. Spellane, an experienced accountant, was demoted and removed from payroll by Chirinos after she continued to identify abuse and waste taking place within Transportation.<br />Ms. Spellane estimated the loss due to the abuse at $600,000 a year. If conservatively only 70 percent were abusing the system by riding the clock one hour per day, the Forensic Audit Staff would put the loss at $420,000 a year, or roughly $2.5 million over the six years in which Chirinos was administrator.<br />It is highly recommended that strong administrative action with the possibility of termination be taken against Jose Hector Chirinos (and that BISD) hire professional business people with experience in running a transportation department...Of all the violators and abusers, the average number of years with the district was 17 years seniority. </div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-9125077553051187604?l=rrunrrun.blogspot.com' alt='' /></div>

COUNTY EYES FIFTH BRIDGE OFF FLOR DE MAYO
---------------------------------------------------------------
<div>By <strong>Lynn Brezosky </strong></div><br /><div><em>San Antonio Express </em></div><br /><div><em></em></div><br /><div>BROWNSVILLE â€" After years of talk, a committee named by Cameron County commissioners has accepted proposals from four engineering firms for what would be this expanding city's fifth bridge to Mexico. </div><br /><div>The new Flor de Mayo International Bridge will link to Flor de Mayo Road, which is the western extension of Alton Gloor Boulevard, one of the city's main links to its northern end, with thriving strip malls and retailers including Academy, Home Depot, Wal-Mart/Sam<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjFmbhBQY-TuHwlSjUwyhMMUuREnElMKbovQfqa-C5xGjIPhzkkGVxrlU9RYZaVbPAIAhyM66dYOH2Oqjc4bmFMZDCnMWX2OY92RN5VCmMqK5aRLlpi3AJ1SGAy3zJPJw0PZjZj4cLX29U/s1600/bridge.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 320px; FLOAT: right; HEIGHT: 240px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5724645184691973346" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjFmbhBQY-TuHwlSjUwyhMMUuREnElMKbovQfqa-C5xGjIPhzkkGVxrlU9RYZaVbPAIAhyM66dYOH2Oqjc4bmFMZDCnMWX2OY92RN5VCmMqK5aRLlpi3AJ1SGAy3zJPJw0PZjZj4cLX29U/s320/bridge.jpg" /></a>'s Club, and Target. It is planned as a non-commercial bridge, one that will appeal to shoppers from Matamoros, Brownsville's sister city across the Rio Grande. “The retail development will complement that bridge,” said County Administrator Pete Sepulveda.</div><br /><div>On the Matamoros side, the bridge will tie in directly to a major industrial park, Sepulveda said, giving new access to factory employees looking to shop or visit family in the Valley. Cameron County Judge Carlos Cascos said any opening date for the bridge is five to seven years away, but that the county is committed to meet the needs of anticipated growth.</div><br /><div>International bridge projects have been a touchy subject for the county since 2004, when Port of Brownsville officials and then-U.S. Rep. Solomon Ortiz learned a painful lesson about taking a one-nation approach to a bi-national project. Ortiz had championed a $100 million truck-and-rail link to the port at the same time city officials were working toward a separate rail bridge to reroute trains away from both Brownsville and Matamoros' city centers.</div><br /><div>The congressman called a Saturday ceremony to celebrate Mexico's cooperation and the imminent start of the port bridge, only to have no Mexican officials show up. Despite Ortiz's three documents of support from high offices in Mexico, the locals across the river weren't on board. What followed were lawsuits between the port and Dannenbaum Engineering, and the embarrassing disclosure that more than $20 million had been lost on so-called consulting and cross-border lobbying. </div><br /><div>“It was an embarrassment for a lot of people. It was $21 million that was expended, and with nothing to show for it,” Cascos said. “This (new) bridge, our side may cost 25 to 30 million for our side alone. But we're going to do it the right way ... This is not our first international project; we know what needs to be done and how to do it.” </div><br /><div>The West Rail project, which will be solely for trains, has meanwhile moved into the construction phase, with an opening expected around September. The Flor de Mayo will be the fifth road bridge for Cameron County and the first to open since the Veteran's International Bridge in 1999.</div><br /><div>Neighboring Hidalgo County has seen two new bridges open in recent years, both with gala ceremonies on the Mexican side featuring helicopter fly-ins and speeches by Mexican President Felipe Calderón. The Donna-Rio Bravo International Bridge, which opened in December 2010, has had a slow start, Hidalgo County Judge Ramon Garcia said, but the Anzalduas International Bridge, which opened in January 2010 and provides for a faster drive to Monterrey, Mexico, is doing well. </div><br /><div>“Donna's having some problems because of the low number of vehicles using the bridge,” he said. “But they feel very comfortable that they're going to be able to be in the black pretty quick.” Cascos said the Los Indios International Bridge, which links to a rural area between Matamoros and Reynosa, Mexico, from a small community south of San Benito, has taken years to catch on and is now barely breaking even in terms of costs and toll revenues. But he said officials need to think ahead.</div><br /><div>“I can't say that we need it today, but you know we cannot stand still while the economy gets better and issues with Mexico get better,” he said. “We have to move forward, and really it's a plan for the future.” </div><br /><div>Due to the miles of red tape and significant investment required from two nations, international bridge projects can take years to get to the construction phase. On the U.S. side, there may be squabbling between localities eager to land a crossing that will bring business and boost sales tax revenue. From there, plans must be developed and approved by an array of agencies including the U.S. Army Corps of Engineers, the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service, and the U.S. General Services Administration. </div><br /><div>A presidential permit must come from Washington, D.C. And on the Mexican side, there must be cooperation from each newly elected city mayor or state governor during the years-long process. It's something Cascos said he learned from the West Rail project. </div><br /><div>“We've been in discussions with Matamoros since I've been county judge,” he said. “Every time a new mayor comes in, and I've worked with three of them, I'll set up meetings and discussions with them to say, ‘These are our plans.' We did that with West Rail, we've done it with this bridge, we've done it with the expansion of the Veteran's, so we're in constant communication with them. They appear to be on board. That's the message I'm getting." </div><br /><div>“I start with them because you've got to start with your local officials,” he said. “If they're against it, it's not going to go anywhere. But if they're for it, they can move it upstream to Ciudad Victoria and then on to Mexico City.”</div><br /><div>lbrezosky@express-news.net</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-5025881562931939089?l=rrunrrun.blogspot.com' alt='' /></div>

Helios was imagined as a handsome god crowned with the shining aureole of the Sun who drove the chariot of the sun across the sky each day to earth-circling Oceanus and through the world-ocean returned to the East at night.</div><br /><div>The Egyptian sun god was Aton Ra. King Tutankaton changed his name in honor of him. Aton Ra was considered the most powerful god of all in Eguptian mythology.</div><br /><div>The Romans called it Sol and identified it with Janus, their major God. </div><br /><div>Bob Berman, who wrote this book on the star most familiar to us, takes some of the most interesting facts about our sun and almost nonchalantly lays out some facts that startle the average reader. He should know. He wrote the popular "Night Watchman" column for <em>Discover</em>, and is currently a columnist for <em>Astronomy</em>, a host on NPR's Nort<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiGCBdyi-EW7dTA17Dg2NuX0OB27U4OEktWbpeEn3YYX9lKjHlbYJ3nxl5bjHlANsQCgdojbkcqPVUdkVIyGi0T4cM2pL07So7vpx0Hasyjt_4tyj0iOho7JzLBLrXtpGO1ac4ZMGUGtoY/s1600/el+sol.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 400px; FLOAT: right; HEIGHT: 400px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5723131817753735650" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEiGCBdyi-EW7dTA17Dg2NuX0OB27U4OEktWbpeEn3YYX9lKjHlbYJ3nxl5bjHlANsQCgdojbkcqPVUdkVIyGi0T4cM2pL07So7vpx0Hasyjt_4tyj0iOho7JzLBLrXtpGO1ac4ZMGUGtoY/s400/el+sol.jpg" /></a>heast Public Radio, and the science editor of <em>The Old Farmer's Almanac</em>.</div><br /><div>I found his book almost by accident while helping my eight-year-old daughter with her solar system science project for school.</div><br /><div>As I read the book, I almost forgot the reason I had picked it up. The more I learned about that familiar star that we often take for granted and which guarantees us life (and sometimes kills us), the more I wanted to share with her. In the end, I think she humored me until the project got done and she could go out and play with her friends in the sunny afternoon.</div><br /><div>And, since I bored my daughter, I may as well bore you.</div><br /><div>Did you know, for example, that it takes the sunlight 8 minutes 19 seconds to reach the earth from the sun some 93 million miles away?</div><br /><div>Or that the furnace at its center consumes four million tons of matter every second and that the fusion equals to 91 billion megatons of TNT exploding per second?</div><br /><div>The earth moves through space through space, as an example, at 66,000 miles per hour. The sun, on the other hand, zooms along through space carrying us along for the ride at an astounding 144 miles per second, more than 300 times faster than a rifle bullet.</div><br /><div>At this rate, it still takes the sun 240 million years to circle the core of the Milky Way.</div><br /><div>And, if you're like most of us New Age babies, you probably cover yourself up in sunscreen and try to stay away from the direct rays of the sun in order to avoid skin cancer. But guess what? vitamin D is absolutely necessary for human beings to survive. A lack of it results in decidedly worse results than the occasional sunburn. </div><br /><div>"Our ancestors, migrating north," writes Berman, "developed vitamin D deficiencies (and) the results were swift and brutal. They were removed from the breeding pool by a cruel Darwinian process: the fetus inside the woman with rickets (a disease resulting from low vitamin D) is unable to emerge from her body, and both die in childbirth."</div><br /><div>Anyway, did you know that our bodies make Vitamin D when out skin is truck by the sun's ultraviolet rays? </div><br /><div>"Spending just 10 minutes in strong sunlight â€" the kind you get from 11 a.m. to 3 p.m. between April and August â€" will allow your body to make as much vitamin D as you would get from drinking 200 glasses of milk," Berman writes.</div><br /><div>I won't go on and spoil the narrative, but here are a few other facts picked up as I painted the planets in their orbit for my daughter's project.</div><br /><div>For example:</div><br /><div>You could fit 1.3 million planets the size of the Earth into the Sun. </div><br /><div>Everything in the Solar System orbits around the Sun, including 8 planets and their moons, many dwarf planets, asteroids, comets and dust. </div><br /><div>The mass of the Sun really dwarfs the mass of any other object in the Solar System; for example, it has 333,000 times the mass of Earth. If the Sun were hollow, you could fit more than one million Earths inside of it.</div><br /><div>It accounts for more than 99.86 percent of the mass of the Solar System. </div><br /><div>The Sun formed 4.6 billion years ago from a vast cloud of gas and dust called the Solar Nebula. Over millions of years, this gas and dust collected into the Sun and the planets.</div><br /><div>It’s expected to last for another 7 billion years or so. Once all the usable hydrogen in the core runs out, the Sun will expand outward into a red giant, consuming the inner planets (even Earth). </div><br /><div>The Sun is composed almost entirely of hydrogen (74 percent) and helium (25 percent), with other trace elements. It is this trace elements that formed the rest of its planets, including the carbon-based units we call the human race.</div><br /><div>If you like science, or if you find yourself stuck with a school project as I was, this is a most enjoyable book you can torment your kids with. `<img style="TEXT-ALIGN: center; MARGIN: 0px auto 10px; WIDTH: 602px; DISPLAY: block; HEIGHT: 275px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5723131242336576594" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjb4m8Gd0Bb-WtgyC91Szl0tK7hSKAD0t-O5yXrVIpPnVO00tCxToIQT70VXa0Yinva5qGGHM-kOUO_63kfqzOaVa6AJeKBUMiT-6_9lwauhCkF9PzpiyVYxeD4TjZ80qIko50kfKtaOoU/s400/sunsetwater.jpg" /></div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-617910642754283603?l=rrunrrun.blogspot.com' alt='' /></div>

Bonner died last weekend after suffering a heart attack. His body, carried by four <em>Paz Files </em>reporters dressed in World War II uniforms, was walked to a lonely grave in a field behind his doublewide mobile home in this dusty, one-horse town. As a large, bright sunball rose to greet the day, a single bugler played Taps on a nearby hillside.<br /><br />"He was only 44 years old," Cylantra De la Torre told those gathered at the gravesite. "But Junior lived for centuries. His life will not be defined by his drinking or womanizing, but by his big heart. That is why he left the mobile home and its contents to me."<br /><br />In the somber crowd was the husband of a woman who claimed to have had an affair with Bonner in the weeks before his death. Leopardo Elizondo, dressed in black, said he arrived to offer a send-off to a man he never met, but had heard much about.<br /><br />"It's too late for me to be freakin' mad at him, for what he did with my wife," Elizondo told story-hungry reporters. "I think that we could have been friends, in fact." Elizondo confirmed reports that he and his wife, Ruby Archuleta, had called their marriage quits, adding that, indeed, Ruby had moved to Chicago.<br /><br />At daybreak, soulful funeral music burst from inside Bonner's mobile home, where a woman had been assigned to handle the recordings on Junior's aging turntable. As the dirges played, those in attandance began to leave the home in a single file, women and children leading the way. Reporters kept a short distance away behind barbed wiring all lowered their heads as the procession ambled by, some sobbing heard from a Brownsville blogger who had angered Junior by posting photos of a fake, Gay-like Bonner. Stern-faced Combes police, joined by a few of their Harlingen brethren, enveloped the mourners as they headed toward the humble grave.<br /><br />There, Father Gamaliel Galindo, read verses from Revelations someone said Junior Bonner often quoted before Cylantra, his longtime girlfriend, gave the signal for the wooden coffin's lowering. It was then that a three-member Mariachi stormed into a traditional Mexican burial tune, spooking a flock of birds from their nests in nearby mesquites.<br /><br />"<em>He's gone</em>," someone said when the gravedigger filled the final resting hole...<br /><br /><strong>- 30 -</strong><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/8418586410607151775-9110899217688502295?l=thepazfiles.blogspot.com' alt='' /></div>

MELISSA'S MICROMANAGING RAISES SUSPICIONS OF INFLUENCE PEDDLING
---------------------------------------------------------------
<div>By <strong>Juan Montoya</strong><br /></div><span><span>City of Brownsville commissioner Melissa Zamora's latest foray into the rightful purview of city management â€" the bidding process for selling services to the city â€" is raising eyebrows and suspicions about her motives.<br />Not only do our readers question her sincerity about her sudden concern for the activities in the purchasing department, but also about her interest in who gets such piddly contracts as demolition work for the city.<br />In the past, the precocious Ms. Zamora has fund her self in the maelstrom of controversy after she became embroiled in matters related to the doling out of city services and resources, often to people close to her or with whom she was known to be intimately associated with.<br />This latest brouhaha involves her questioning of city contracts to de<img style="float:right; margin:0 0 10px 10px;cursor:pointer; cursor:hand;width: 400px; height: 300px;" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjgMgs1zJW6b0JmDoLvnAnl8T2IVa0FKtttxJHkVbQBEYfXr4YjsJpzNfy7D0oUVpXjbM7WD4BTEJAr9-LWnwZHo3UYOa5byFnU8o8KWSds4E5qg-mRVQ-I5hejHufJmElaFPRapuPwlTw/s400/melissa+zamora+tony+martinez.jpg" border="0" alt="" id="BLOGGER_PHOTO_ID_5722859948689979618" />molish condemned homes and structures, a relatively minor portion of the city's business. </span></span><div><span><span>Why she is getting involved in singling out this service is raising questions in the contractor communityand questions on whether she is running interference for those who may have bid and not received the jobs in question.</span></span></div><div><span><span>Zamora's perceiv</span></span></div><div><span><span>ed conflict-of-interest problems started soon aftershe was elected commissioner. Back in 2009 Brownsville, she announced that she had severed ties with construction giant HNTB who was doing business with the city so as to eliminate any question of possible conflicts.</span></span></div><div><span><span>The Kansas City-based firm with offices in Brownsville had been providing the city with engineering services on projects at the city’s Brownsville South Padre Island International Airport, the Brownsville Sports Park, and is in charge of engineering for the Cameron County Regional Mobility Authority, which is working on numerous city projects including the West Rail Relocation Project, the now-abandoned West Parkway Project and other developments.</span></span></div><div><span><span>Zamora at the time told the local daily that said that she signed a contract with HNTB to provide it with media relations work from Aug. 10 through Nov. 30 of that year. She abstained from voting on a project for which the firm had performed engineering work.</span></span></div><div><span><span>Brownsville’s City Charter states that the mayor and commissioners cannot be interested in the profits or emoluments of any contracts, job, work, or service for the municipality. The provision reflects that, to the contrary, a mayor or commissioners would forfeit their offices if such conflicts exist.<br />Sossi pointed out that Zamora was not an owner or principal of HNTB nor was she an employee. "Commissioner Zamora provided work to HNTB as an independent consultant and therefore had no interest ‘in the </span></span></div><div><span><span>profits or emoluments of any contract, job, work or service for the municipality,’ " Sossi told the local daily.</span></span></div><div><span><span>At the time city contract attorney Mark Sossi came to her rescue and said his reading of the charter exonerated Zamora</span></span><span style="font-size: 100%; ">.</span></div><div><span style="font-size: 100%; ">(HNTB, by the way, was recently named in a report by the government that charged that it had overcharged $9 million in its fees to allocate disaster money in Texas.)</span></div><div><span style="font-size: 100%; ">Just as her personal relationship with HTNB raised questions in 2009, the following year she also got into a controversy after she tried to get Brownsville Community Development Block Grant funds to build a Boys and Girls Club in Cameron Park after the charter for the Brownsville Boys and Girls Club expired.</span></div><div><span style="font-size: 100%; ">The commissioner came up with the plan to build one in property in Camer</span><span style="font-size: 100%; ">on Park which she said had been annexed by the city. She planned to use the active charter of the Los Fresnos Boys and Girls Club to do it. </span><span style="font-size: 100%; ">The application was asking for $1.5 million dollars.</span></div><div><span style="font-size: 100%; ">City Planner Ben M</span></div><div><span style="font-size: 100%; ">edina said that the city committee charged with disbursing the funds reviewed $7.3 Million worth of CDBG proposals and recommended funding for $1,660,788 of infrastructure, $533,028 and $1,359,703 of commitments.</span><span style="font-size: 100%; ">As stated at the time, the city would buy the property from the county, temporarily come under the Los Fresnos B&amp;G Club and later come under its own name when the Brownsville club regained its charter. </span></div><div><span style="font-size: 100%; ">But it wasn't until Zamora said that the architectural firm listed for the project, Gomez, Saenz and Mendez, was willing to donate the architectural work that suspicions about her personal relations with the principals arose that the questions arose.</span><span style="font-size: 100%; ">At the time, David Mendez and Zamora were an item and were seen at numerous civic and social functions, arousing suspicions that there was something more than ci</span></div><div><span style="font-size: 100%; ">vic-mindedness behind the proposal.</span></div><div><span style="font-size: 100%; ">(That firm, by the way, was named in a forensic audit performed on the multi-million cost overruns â€" initially $45 million that rose to to $64 million â€" at the Veterans Memorial High School and the audit staff recommended that it be prohibited from bidding on future construction projects with the district.)</span></div><div><span><span>Still another example of the suspicions following the gregarious commish is the brouhaha that erupted after she fought off the proposals by start-up airline Fly Frontera to establish Monterrey-Brownsville air service, only to discover that she had </span></span></div><img src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjVDPGo_IkKXlEfYbsuvMByPMGg9ZvuH61a7GRd9Kq-_GXZveYwL3Rrorg6mYITK-PAruy1ZeLZxrvbc6e-hjXmMMiASOI4aqj8BaGgaS5fyxSlVhG5lE0McwI_ZOzjewxaF4IdPN6Q-SE/s400/micro.jpg" border="0" alt="" id="BLOGGER_PHOTO_ID_5722859665750995746" style="color: rgb(0, 0, 238); text-decoration: underline; float: left; margin-top: 0px; margin-right: 10px; margin-bottom: 10px; margin-left: 0px; cursor: pointer; width: 353px; height: 271px; " /><div><span><span>been privy to extensive talks going on with AeroMexico to provide the same service.</span></span></div><div><span><span>Then, after the announcement of the AeroMexico service was made in open session, Mayor Tony Martinez announced that commissioner Zamora was to be in charge of the public promotion efforts on this side of the Rio Grande. A caller at the time to to Elite Promotions, where she is an marketing representative, was told that "Commissioner Zamora is in charge of that account."</span></span></div><div><span><span>Later, a livid commissioner threatened legal action against bloggers and said that she was donating the promotional work and that Elite Promotions had nothing to do with the project. And while the commissioner fought tooth and nail to prevent the city and the BEDC from providing incentives for any airline, she was strangely quiet after the Mexican airline started receiving that very thing after the dust had settled.</span></span></div><div><span><span>And just as giant construction companies and local architectural firms and international airlines have been the objects of her desire, at least one local contractor has drawn the commissioner's ire, even going as far as naming him specifically in open session of the city commission. That person is Jaime Escobedo, owner of American Contractors, a Brownsville firm that bid on the concrete demolition section of the city's specifications</span></span></div><div><span><span>."I didn't even want to bid on the concrete demolition," said a surprised Escobedo. SUGAR-COATING THE UTB DOWN-SIZING: YOU'RE FIRED!
---------------------------------------------------------------
<div>From: Juliet Garcia, President UTB-TSC<br />Dr. Pedro Reyes, Executive Vice-Chancellor for Academic Affairs ad interim<br />March 21, 2012, Spring 2012 No. 4<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEj4z4ao_Z9pm6gNTQR98E81OWakUDVBfQYcMVjzpGUzS9BAJPvhl3rBMcAsfFO_BdzkQKm7i0QomMNN5vK40e955_tOEpRwLgnLX1cthnmDtQPS0k2B_NSX4kbtRKVfjVPrmFHx_LJIpCE/s1600/juliet.jpg"></a><br />Dear Colleagues: <a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgEJzUlkVDVhafTpFh4kIWSgwHdLW4GT7tXBwgk7fs-2fpGDEZU0G836NBV4ZUFBE8xKZ1r4fLSQBw9t0m9J78zfeL15h4NFfLxxVXDrWeV1AwBBTgj523f1Qzyonmxhnrk2GQX77lJAPQ/s1600/juliet.jpg"><img style="MARGIN: 0px 0px 10px 10px; WIDTH: 270px; FLOAT: right; HEIGHT: 204px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5722752772901825698" border="0" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgEJzUlkVDVhafTpFh4kIWSgwHdLW4GT7tXBwgk7fs-2fpGDEZU0G836NBV4ZUFBE8xKZ1r4fLSQBw9t0m9J78zfeL15h4NFfLxxVXDrWeV1AwBBTgj523f1Qzyonmxhnrk2GQX77lJAPQ/s200/juliet.jpg" /></a><br />This month marks one year since the final decision was made to end the Partnership between the UT System and the TSC Board of Trustees that operated UTB/TSC since 1991.<br />As progress is made in the transition process toward full separation of UT Brownsville and Texas Southmost College, it is our intent to continually provide timely and candid communication as it becomes available through both the leadership at UT System and UT Brownsville.<br />Each milestone in the process serves to design a thriving campus that benefits the educational priorities of our students.<br />As you recall, the work of imagining UTB as a separate entity began first with a new mission statement developed by our campus community, as well as business and civic leaders, which would guide our work.<br />The UT System Board of Regents adopted the new mission statement for UT Brownsville in August of 2011:<br />“The University of Texas at Brownsville draws upon the intersection of cultures and languages at the southern border and Gulf Coast of the United States to develop knowledgeable citizens and emerging leaders who are engaged in the civic life of their community. It embraces teaching excellence, active inquiry, lifelong learning, rigorous scholarship, and research in service to the common good. The University promotes the interdisciplinary search for new knowledge that advances social and physical well-being and economic development through commercialization, while honoring the creative and environmental heritage of its region.”<br />The next order of business was to develop enrollment models that would identify community college programs that will be discontinued or transferred to TSC. The models would also address academic programs that anticipate reduced need for faculty due to projected enrollment decreases as a result of new admissions standards or programmatic changes.<br />The modeling predicts a new student body of 7,400 UTB students, or 60 percent of the current student body. It also identifies the reduced number of faculty positions needed in the resized UTB. This spring begins the process of resizing UTB’s core faculty, which will follow the guidelines as outlined in the UT System Regents Rules.<br />Therefore, a reduction in force process set forth in Regents Rule 31003, Sec. 2 began on March 19th to effectuate these decisions.<br />Review Committees: Review Committees were formed to review academic programs and faculty positions for elimination. Tenured and tenure-track faculty associated with community college programs will be reviewed by a university-wide committee (the University Review Committee). Tenured and tenure-track faculty in academic departments that will lose positions due to decreased enrollment or for other programmatic reasons will be reviewed by committees at the departmental level (Departmental Review Committees).<br />Also, Program Review Committees will be formed to review certain non-community college programs being considered for abandonment or reduction in scope.<br />*The University Review Committee is composed of five faculty members from across the university. Departmental Review Committees will have either three or five members, depending on the size of the department. These committee members were recommended by their respective Deans and the Provost and appointed by the President. Program Review Committees will be composed of five members, including representatives of the University Undergraduate Curriculum Committee and the Graduate Committee, appointed by the President.<br />*The Provost provided each Review Committee with a specific charge to guide the Committee’s work (the Provost’s Charge). The purpose of the Provost’s Charge is to clearly delineate the specific task of each Review Committee and to provide guidance for the process to be used in their deliberations and in formulating their recommendations.<br />*Each Review Committee will make recommendations for the elimination of faculty positions to the Provost, based on the Provost’s Charge and the committee’s evaluation of the faculty members being reviewed. Departmental Review Committees will have the opportunity to request permission from the Provost to deviate from his instructions in the Provost’s Charge for exceptional cases.<br />*If the Review Committee informs the Provost that it intends to recommend a tenured faculty member for termination, the Provost will notify the tenured faculty member and allow him/her to submit written statements and documents advocating for his/her continued employment to the Review Committee.<br />*An attorney from the Office of General Counsel of The University of Texas System will provide legal advice and counsel to each Review Committee as needed. Recommendations: By May 7, 2012, each Review Committee will have completed its work and will have submitted its final recommendations and rationale to the Provost. The Provost will then submit his recommendation to the President, who will in turn submit her request for approval to the Executive Vice Chancellor for Academic Affairs.<br />Notification of Results of Decisions: On or about May 14, 2012, tenured and tenure-track faculty members whose positions have been recommended for termination will be notified and provided information about an incentive program that would allow these faculty to voluntarily resign their positions effective May 31, 2013, in exchange for compensation.<br />By August 1, 2012, UTB will notify tenured and tenure track faculty members who will be terminated as a result of the reduction in force, and who have elected not to participate in the incentive program, that their employment will end as of May 31, 2013.<br />Appeal Process:<br />*Tenured and tenure-track faculty who elected not to participate in the incentive program may appeal the termination decision.<br />*Appeal Hearing Committees will be constituted to hear appeals. These hearings will be conducted in accordance with Sec. 2 of Regents’ Rule 31003 and the procedures provided by the President or the Provost.<br />*Tenured faculty in abandoned programs may also request reassignment to positions in other academic programs at the University for which they may be qualified, in accordance with Regents’ Rule 31003, Sec. 2.6.<br />*Appeal hearings will be conducted in the Fall of 2012. Employment in a New Capacity: Dependent on need, tenured and tenure-track faculty whose positions are eliminated in the reduction in force will have priority in the filling of lecturer positions at UTB beginning in September of 2013.<br />We anticipate the review process for staff positions to begin in January of 2013. The preliminary timeline would include notification of the staff positions that will be eliminated in the reduction in force to take place during the spring semester with employment to end August 31, 2013.<br />There is no doubt that the changes ahead will be difficult. We are committed to conducting each process in a manner that is transparent and respectful of the many valuable contributions of the faculty and staff who over the years have in good faith dedicated themselves to their students and to the work of the community university.<br />Ultimately, as Chancellor Cigarroa reminded us in his recent letter to the campus community, this is not merely a transactional separation of two entities, but most important an extraordinary new beginning for generations of students who will earn a high quality University of Texas degree. <span style="font-size:+0;"></span></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-73369253284535531?l=rrunrrun.blogspot.com' alt='' /></div>
