FEATHERS FLY IN THE GOP CONGRESSIONAL REPUBLICAN RACE

By <strong>Juan Montoya</strong><br />The race for the Republican nomination for the newly-created Congressional District 34 is heating up.<br />There are three candidates for the position, Adela Garza, Jessica Puente Bradshaw and Paul B. Haring.<br />Haring, a one-issue candidate (anti-abortion) has run unsuccessfully at least three times for Congress (2004, 2006, and 2010). Bradhsaw ran for Congress in 2010 and fin<img style="margin: 0px 0px 10px 10px; width: 264px; float: right; height: 501px;" id="BLOGGER_PHOTO_ID_5737233043897488034" alt="" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEg7WrBzyCNW_wUe8-NQV-DqrCVqHz_hXC4twt7FwkFEr0_1PclL4D4oRteJ0qkYBqlSBCFSHwCn2ZtlSfmqYezL1JTsQMmrLCt8afNoJ8hELs6q0xGDQVzBZjfEe2XnlwmflkSpOkPrv9I/s400/adela.png" border="0" />ished fourth in the pack.<br />Some of our readers travelled to Austin recently and brought us back a copy of the Beeville newspaper where and ad for Garza ran pointedly urging conservatives to vote for someone "you can trust/a Republican who can win."<br />The ad then went on to say that Garza, 50, a resident of Cameron County (36 years) and who owns a small business, an independent pharmacy, has been a longtime civic and community leader unlike Bradshaw, who has held no elective office and serves on no public boards. The ad points out that Haring served as a <em>Democratic</em> state representative from 1961-1967.<br />She lists herself as a first-time candidate for Congress and formerly served as a board member with the Los Fresnos Independent School District and is currently on the Texas Southmost Community College board of trustees.<br />Adela is currently a field representative for Congressman Blake Farenthold. Bradshaw, the ad points out, is 37 years old and lists her residence on her registration card as Austin, Texas, but "now claims to reside in Cameron County."<br />But it is in the following comparisons that the contrasts between Garza and Bradshaw become marked. Garza, saying she is a Pro-life Catholic, asks whether her opponent is "Mormon? Catholic?"<br />Garza sates that while she has shown that she can raise money for campaigning against the Democrats and has raised $70,000 as of April, Bradshaw has "failed to file campaign finance reports on time in 2010 and 2012 and failed to pay debt from prior campaign.<br />"In a late filed campaign disclosure form, reported that she had raised $1,480 in donations and given herself a $8,500 loan."<br />It is apparent that Garza's team has done their research on their opponents. for example, while Bradshaw states in her campaign literature that she sells real estate the ad states that records show her license to do so expired in 2010 and has not appeared since on state records. As far as her community involvement, Bradshaw lists only being a den mother for Cub Scout Pack 192 in Austin.<br />With 30 days left before the primaries of both parties, we're sure that the claims by all the candidates in the races will be closely scrutinized. Other, more practical students, did embrace the advertising concepts with a flair. Over the years the concepts have been refined and we're sure that what passed for advertising appeals in the 70s and 80s are now passe.</div><br /><div>Now, we've all heard of no-name candidates and dark horses. But have you ever heard of a no-face candidate? What would the strategy be there, we wonder?</div><br /><div>Could it be that the candidate is so well known that you really don't need to show his face? Rene <span id="SPELLING_ERROR_0" class="blsp-spelling-error">Oliveira</span> caught our eye this Sunday. Take gander at it. AT THE PORT: DUBIOUS NUMBERS, DUBIOUS CLAIMS FROM EDDIE AND THE SUNSHINE BOYS

By <strong>Juan Montoya</strong><br />If we are to believe the statements attributed to Port of Brownsville executive director Eddie Campirano and his PR man Manny Ortiz, the Navigation District has caught fire and we have now reached a decade high import of cargo volumes under their able watch.<br />"The Port of Brownsville enjoyed its best year in terms of cargo volume moving through the port," the <em>Brownsville Herald</em> reported in a front-page lead story Thursday. He went on to tell the Herald's reporter who dutifully regurgitated the info to us gullible readers, that the port "moved more than 6.1 million metric tons in 2011 â" a 16 percent increase over 2010."In fact, Campirano waxed a few paragraphs further in the article, "Brownsville is one of the top three U.S. steel ports only behind Houston and New Orleans."<br />Heady stuff, isn't it?<br />But something didn't sound quite right to some longtime port observers.<br />Since 2008, the port has been trying to regain ground against a worldwide recession that saw steel cargoes â" and other related imports â" plunge to all-time lows. In fact, 2008 is seen as the banner year for ports along the Gulf Coast.<br />The Port of Brownsville, for example, reported to the Texas Port Authority that in that year, 6,300,000 metric tons of cargo moved through its wharves and docks. Now, we're feeble minded with numbers sometimes, but it does seem that the 6.3 million metric tons reported in 2008 when compared with the 6.1 million metric tons for 211 still has us lagging behind the cargoes moving though the Golden Ditch a scant three years ago, never mind, a whole decade. But there was nary a word about the numbers provided by Campirano and the port administration to the Texas Port Authority that would seem to challenge their credibility with the current claims. So what gives?<br />Did the port lie to the Texas Port Authority, or is the administration lying to us?<br />Not content to fudge the cargo numbers, Eddie went on to compare Brownsville to (gasp) the ports of New Orleans and Houston.<br />Now, if we in 2011 handled 6.1 million metric tons in 2011, let's see how we stack up against New Orleans.<br />According to its website, the "Port of New Orleans handles about 62 million short tons of cargo a year. The port also handles about 50,000 barges and 700,000 cruise passengers per year with several ships from Carnival, Royal Caribbean, and Norwegian cruise lines making it one of the nation's premier cruise ports."<br />So let's be merciful and just skip the comparison with the Port of Houston, shall we?<br />Then we hear Eddie repeat the growing chant that manufacturers have grown disillusioned with China and are now returning to the Western Hemisphere to set up shop. The examples are at best inconsequential. There's an auto plant here, an electronics maquila there. But if we are to believe the cheerleaders at the port, "Mexico is the new China," and Brownsville is poised to pluck the benefits of this new trend.<br />Somebody better tell the Mexican Maquila Association and its chambers of commerce that they are enjoying the winter of discontent with China by worldwide manufacturers. Except for a few anecdotal examples, this just ain't so. Delphi moved out of Mexico this past year to build huge plants in rural China, as did a host of other manufacturers from the U.S. and other countries and continue to do so. That's not going to change in the foreseeable future, Eddie's wishes notwithstanding. But we can dream, though, can't we?<br />Oh, there's more.<br />"I heard a term the other day" Campirano expounded against a backdrop of former port commissioners in the port board 's meeting room: "'We are now the Saudi Arabia of natural gas.'"<br />Now, we have nothing against thinking big when it comes to the future of our port. In fact, we're all for it to progress out of its Middle Age thinking that left us effectively out of the containerized cargo market for decades as past port board members with interest in commercial fishing struggled to save their shrimping investments and kept us in the backwaters of world commerce.<br />Let's just say that after some lean years (three, to be exact), the port is finally getting back to its 2008 levels of cargo and that we hope we sustain this trend. We have four years to make this up. What Campirano and Ortiz are really saying is that the movement of cargo through the port is directly affected by the global economy and that â" being situated on the border with emerging economies like Mexico and Latin America â" our economic fortunes are directly tied to the vagaries of those economic dynamics.<br />It doesn't matter that Campirano â" at $175,000 â" goes to China and spends $1,800 on a single meal in Shanghai with two other commissioner one day, then comes back the next day and spends another $1,600 on another single meal â" this time with the two commissioner and Brownsville Economic Development Corporations guru Jason Hilts as a guest.<br />That and other junkets under the guise of seeking business by the marketing directors, commissioners and their flunkies to all points of the world really didn't help to spur this increase of cargoes at the port. The upswing in the in the Mexican economy â" tied as it is to the recovering global economy â" did.<br />With any luck, 2012 will be the year that the port finally come out of its economic doldrums and â" regardless who's at the helm â" might become the economic engine it has the potential of becoming to provide opportunity to local communities and give people work.<br />For the meantime, take it easy on the superlatives and just get the job done, please.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8137844771091428190?l=rrunrrun.blogspot.com' alt='' /></div>

They tell you just enough for you to try to guess who they're talking about.</div><br /><div>For example, there are at two candidates for Constable Pct. 1. They are Horacio Zamora and Pedro Antonio âœPeteâ Collazo.<br />For Constable Pct. 2 you have Juan Torres, Roel Arreola, Pedro âœPeteâ Avila Jr. and Abelardo âœAbelâ Gomez Jr. Likewise, for Constable Pct. 3, Joe Cavazos and Frank Robles Jr. are vying for the position. In the race for Constable Pct. 4, Benito âœBennyâ Errisuriz, Juan Muñoz and Merced Burnias Jr. are in the running. and out in the boondocks, in the race for Constable Pct. 5, Reynaldo Gonzalez Sr., Joe Frias, Cesar Rene Diaz and Angela Ramirez-Gonzalez are the candidates. </div><br /><div>They are all democrats and no Republican opponents will await the eventual winners of the May 29 primary in the November general election.</div><br /><div>With all these potential targets, you would almost have to flip a coin to determine who they are talking about. </div><br /><div>"This person also worked for a while as an investigator with the DA," the gossip hinted, throwing a piece of raw meat at the frenzy of piranhas around the keg.</div><br /><div>Now, it would be even harder to guess even with that clue because some constables â" at one time or another â" have performed work in their jurisdictions for the county DA or the Cameron County Sheriff. AT THE PORT: DUBIOUS NUMBERS, DUBIOUS CLAIMS FROM EDDIE AND THE SUNSHINE BOYS

By <strong>Juan Montoya</strong><br />If we are to believe the statements attributed to Port of Brownsville executive director Eddie Campirano and his PR man Manny Ortiz, the Navigation District has caught fire and we have now reached a decade high import of cargo volumes under their able watch.<br />"The Port of Brownsville enjoyed its best year in terms of cargo volume moving through the port," the <em>Brownsville Herald</em> reported in a front-page lead story Thursday. He went on to tell the Herald's reporter who dutifully regurgitated the info to us gullible readers, that the port "moved more than 6.1 million metric tons in 2011 â" a 16 percent increase over 2010."In fact, Campirano waxed a few paragraphs further in the article, "Brownsville is one of the top three U.S. steel ports only behind Houston and New Orleans."<br />Heady stuff, isn't it?<br />But something didn't sound quite right to some longtime port observers.<br />Since 2008, the port has been trying to regain ground against a worldwide recession that saw steel cargoes â" and other related imports â" plunge to all-time lows. In fact, 2008 is seen as the banner year for ports along the Gulf Coast.<br />The Port of Brownsville, for example, reported to the Texas Port Authority that in that year, 6,300,000 metric tons of cargo moved through its wharves and docks. Now, we're feeble minded with numbers sometimes, but it does seem that the 6.3 million metric tons reported in 2008 when compared with the 6.1 million metric tons for 211 still has us lagging behind the cargoes moving though the Golden Ditch a scant three years ago, never mind, a whole decade. In fact, the port's audit for 2010 by Long & Chilton reported that "revenues from vessel services related to cargo traffic were...down 17 percent."<br />A 16 percent increase in cargoes in 2011 would mean we're still not quite up to 2008 levels. wouldn't it?<br />But don't take our word for it, check it out yourself.<br />On Page A-4, the numbers reported by the Authority, and provided by the Port of Brownsville clearly shows this.<br /><a href="ftp://ftp.dot.state.tx.us/pub/txdot-info/library/reports/gov/tpp/tpa_report10.pdf">ftp://ftp.dot.state.tx.us/pub/txdot-info/library/reports/gov/tpp/tpa_report10.pdf</a><br />Campirano is one of 7 members of the The Texas Port Authority Advisory Committee<br />appointed by the Texas Transportation Commission. But there was nary a word about the numbers provided by Campirano and the port administration to the Texas Port Authority that would seem to challenge their credibility with the current claims. In the interest of fairness, we<a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjC7d92y9ux3pbkbq6SuVElKx-s0eQJ4014LKYQKMYJXS-cM9AzNRk3Cjy7VxOwAJMNm1YUq8FskNdfsgCmYtYTKgZPUQXs8G96datZjd0Ilpd33BrYjaEPVo7aTTKX3NKYN5vk1Ux8Ly8/s1600/port.png"></a> print that graph (it's mighty pretty, Manny) here.<br /><br />OK. So what gives?<br />Did the port lie to the Texas Port Authority, or is the administration lying to us?<br />Not content to fudge the cargo numbers, Eddie went on to compare Brownsville to (gasp) the ports of New Orleans and Houston.<br />Now, if we in 2011 handled 6.1 million metric tons in 2011, let's see how we stack up against New Orleans.<br />According to its website, the "Port of New Orleans handles about 62 million short tons of cargo a year. The port also handles about 50,000 barges and 700,000 cruise passengers per year with several ships from Carnival, Royal Caribbean, and Norwegian cruise lines making it one of the nation's premier cruise ports."<br />So let's be merciful and just skip the comparison with the Port of Houston, shall we?<br />Then we hear Eddie repeat the growing chant that manufacturers have grown disillusioned with China and are now returning to the Western Hemisphere to set up shop. The examples are at best inconsequential. There's an auto plant here, an electronics maquila there. But if we are to believe the cheerleaders at the port, "Mexico is the new China," and Brownsville is poised to pluck the benefits of this new trend.<br />Somebody better tell the Mexican Maquila Association and its chambers of commerce that they are enjoying the winter of discontent with China by worldwide manufacturers. Except for a few anecdotal examples, this just ain't so. Delphi moved out of Mexico this past year to build huge plants in rural China, as did a host of other manufacturers from the U.S. and other countries and continue to do so. That's not going to change in the foreseeable future, Eddie's wishes notwithstanding. But we can dream, though, can't we?<br />Oh, there's more.<br />"I heard a term the other day" Campirano expounded against a backdrop of former port commissioners in the port board 's meeting room: "'We are now the Saudi Arabia of natural gas.'"<br />Now, we have nothing against thinking big when it comes to the future of our port. In fact, we're all for it to progress out of its Middle Age thinking that left us effectively out of the containerized cargo market for decades as past port board members with interest in commercial fishing struggled to save their shrimping investments and kept us in the backwaters of world commerce.<br />Let's just say that after some lean years (three, to be exact), the port is finally getting back to its 2008 levels of cargo and that we hope we sustain this trend. We have four years to make this up. What Campirano and Ortiz are really saying is that the movement of cargo through the port is directly affected by the global economy and that â" being situated on the border with emerging economies like Mexico and Latin America â" our economic fortunes are directly tied to the vagaries of those economic dynamics.<br />It doesn't matter that Campirano â" at $175,000 â" goes to China and spends $1,800 on a single meal in Shanghai with two other commissioner one day, then comes back the next day and spends another $1,600 on another single meal â" this time with the two commissioner and Brownsville Economic Development Corporations guru Jason Hilts as a guest.<br />That and other junkets under the guise of seeking business by the marketing directors, commissioners and their flunkies to all points of the world really didn't help to spur this increase of cargoes at the port. The upswing in the in the Mexican economy â" tied as it is to the recovering global economy â" did.<br />With any luck, 2012 will be the year that the port finally come out of its economic doldrums and â" regardless who's at the helm â" might become the economic engine it has the potential of becoming to provide opportunity to local communities and give people work.<br />For the meantime, take it easy on the superlatives and just get the job done, please.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-8137844771091428190?l=rrunrrun.blogspot.com' alt='' /></div>

They tell you just enough for you to try to guess who they're talking about.</div><br /><div>For example, there are at two candidates for Constable Pct. 1. They are Horacio Zamora and Pedro Antonio âœPeteâ Collazo.<br />For Constable Pct. 2 you have Juan Torres, Roel Arreola, Pedro âœPeteâ Avila Jr. and Abelardo âœAbelâ Gomez Jr. Likewise, for Constable Pct. 3, Joe Cavazos and Frank Robles Jr. are vying for the position. In the race for Constable Pct. 4, Benito âœBennyâ Errisuriz, Juan Muñoz and Merced Burnias Jr. are in the running. and out in the boondocks, in the race for Constable Pct. 5, Reynaldo Gonzalez Sr., Joe Frias, Cesar Rene Diaz and Angela Ramirez-Gonzalez are the candidates. </div><br /><div>They are all democrats and no Republican opponents will await the eventual winners of the May 29 primary in the November general election.</div><br /><div>With all these potential targets, you would almost have to flip a coin to determine who they are talking about. </div><br /><div>"This person also worked for a while as an investigator with the DA," the gossip hinted, throwing a piece of raw meat at the frenzy of piranhas around the keg.</div><br /><div>Now, it would be even harder to guess even with that clue because some constables â" at one time or another â" have performed work in their jurisdictions for the county DA or the Cameron County Sheriff. What could be more convenient than having a resource who knows his jurisdiction better than most?</div><br /><div>Having gotten to bite and left us salivating at the tidbit, the the gossip made his way to the conjunto but not before he hurled his last hook.</div><br /><div>"He already recovered his gun, but we don't know whether he replaced it with another or if it's the same one," he smiled as he turned his back on the group and walked away. </div><br /><div></div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-7332541975974400896?l=rrunrrun.blogspot.com' alt='' /></div>

By <strong>Juan Montoya</strong><br /><br />Like a recurring bad <em>novela,</em> Cameron County Precinct 2 Commissioner Ernie Hernandez is making a move to advance his daughter Erin's political prospects at the expense of poor families in the county's forgotten extreme east side.<br /><br />Just as he did last month when he pulled his longtime support at the last moment and folded to the vocal anti-toll road crowd against the Westside Parkway, Ernie is now sniffing at the potential political benefits that he could accrue if he appears to be in support for an animal shelter from the animal-rights crowd.<br /><br />Now he's proposing to change the allocation of the some $1 million from the $23.6 million bond issuance approved by the county commissioners last year.<br /><br />He is proposing to give up his $500,00 allocated for an Olmito Community Center and have Pct. 1 Commissioner Sofie Benavides give up the rest from her $1.4 million allocation for the Pete Benavides Park and Browne Road Social Center improvements.<br /><br />That center â" the cornerstone of years of service from the late commissioner and his widow Sofia to the Southmost community â" has been an ongoing project pushed by the entire commissioners court. One of those voting for the Parkway project was Benavides, who said the opposition had plenty of time to object to the project but waited until the last minute, when the yes or no vote would decide its facte, to come out against it.<br /><br />After leaving the decision at a stalemate, dozens of calls to Hernandez and Benavides from anti-Parkway activists flooded the precinct office phone lines. Then, at the next meeting, not only did Hernandez vote against it, he also got the support of Stealth Mayor Tony Martinez and made his brownie points by going against it.<br /><br />"The city had supported the project all along until the vocal opposition made Ernie and Martinez back down," said a county official who attended the raucous meeting. "Hundreds of thousands of dollars were spent on studies, bike trials, walkways, landscaping, you name it, everything the opposition wanted was included in the project only to have Ernie back down when he saw potential political fallout from it. Leslie Rollins Fellow, Kimberly spent the summer of 2010 doing missionary work in Guatemala. This experience inspired Kimberly's project. She was working in a clinic and saw much illness as a result of a lack of clean drinking water.</p><p> </p><p> "I watched people walk long distances to get water, and then that water had to be boiled before anyone could drink it. I watched people drink Coke all day because water was unavailable. In order to obtain clean water, it had to be bought from stores," says Kimberly. "It pained me that they had water sources but they were polluted and therefore unsafe to drink. Having studied particularly in the science field, I know how vital water is to life and that's where I began my thought process to develop my research. I thought the reason underdeveloped countries didn't clean their polluted water was because of the cost."</p><p> </p><p> Kimberly theorized that if underdeveloped countries could make money out of cleaning their water, they would be more prone to cleaning it. In addition, the citizens of that country would have ready access to clean, drinkable water. Kimberly decided to see if it was possible to clean polluted water with algae and then use the same algae to produce biodiesel.</p><p> </p><p> Dr. Melinda Coogan, assistant professor of biology, has been a mentor for Kimberly throughout the course of the project, providing insights and asking questions.</p><p> </p><p> "In her major, Kimberly has numerous career options, and she is taking advantage of her opportunities with BVU as she continues to investigate these options," says Coogan. "Kimberly has an intuitive understanding of how providing basic human needs in a sustainable manner not only helps maintain healthy ecosystems, but it also contributes to a higher level of human health. Proceeds will be used to refund a portion of the corporation's outstanding obligations.</p><p class="">In addition, Fitch affirms the following ratings: </p> <p id="" class=""> --$157 million city of Brownsville limited tax bonds and certificates of obligation (COs) at 'AA-'; </p> <p id="" class=""> --$9.76 million BCIC sales tax bonds at 'AA-'. </p> <p id="" class=""> The Rating Outlook is Stable. [AUSTIN, Texas, Apr 24, 2012] </p><p id="" class=""> <span style="font-weight: bold;">SECURITY </span></p> <p class=""> The BCIC sales tax revenue bonds are secured by a 1/4% sales tax. The bonds are also secured by a cash funded reserve fund in an amount equal to the average annual debt service of all parity obligations. The GOs and COs are secured by an annual property tax levy, limited to $2.50 per $100 taxable assessed valuation (TAV). Leslie Rollins Fellow, Kimberly spent the summer of 2010 doing missionary work in Guatemala. This experience inspired Kimberly's project. She was working in a clinic and saw much illness as a result of a lack of clean drinking water.</p><p> </p><p> "I watched people walk long distances to get water, and then that water had to be boiled before anyone could drink it. I watched people drink Coke all day because water was unavailable. In order to obtain clean water, it had to be bought from stores," says Kimberly. "It pained me that they had water sources but they were polluted and therefore unsafe to drink. Having studied particularly in the science field, I know how vital water is to life and that's where I began my thought process to develop my research. I thought the reason underdeveloped countries didn't clean their polluted water was because of the cost."</p><p> </p><p> Kimberly theorized that if underdeveloped countries could make money out of cleaning their water, they would be more prone to cleaning it. In addition, the citizens of that country would have ready access to clean, drinkable water. Kimberly decided to see if it was possible to clean polluted water with algae and then use the same algae to produce biodiesel.</p><p> </p><p> Dr. Melinda Coogan, assistant professor of biology, has been a mentor for Kimberly throughout the course of the project, providing insights and asking questions.</p><p> </p><p> "In her major, Kimberly has numerous career options, and she is taking advantage of her opportunities with BVU as she continues to investigate these options," says Coogan. "Kimberly has an intuitive understanding of how providing basic human needs in a sustainable manner not only helps maintain healthy ecosystems, but it also contributes to a higher level of human health. Having her project accepted for presentation with the international conference in San Diego this June will allow her the opportunity to further apply critical thinking and creative problem solving skills as she discusses her project with scientists from around the globe."</p><p> </p><p> Through BVU's Honors Program, Kimberly was able to secure funding for the crucial tests in her research.</p><p> </p><p> "BVU, through its rigorous courses that I have completed and multiple opportunities to present any type of research, has helped me prepare for this opportunity," says Kimberly. "I have gained confidence in speaking and making presentations to an audience.
