SURE IT'S NOT YOUR GOOD-OLD GIRL SYSTEM SYLVIA?
---------------------------------------------------------------
By <strong>Juan Montoya</strong><br />To say that the new Democratic Party chairwoman Sylvia Garza-Perez has a long row to hoe is putting it mildly.<br />Cameron County's Democratic party has earned itself the dubious reputation of fostering the longest-running voting fraud continuing criminal enterprise of record.<br />If you are going to run for a position in any jursidiction (JP, Constable, etc.) that encompasses Brownsville, be prepared to face between 300 to 700 fraudulent votes engineered by a corrupt vote-stuffing machine finessed to an art by a ring of politiqueras allied with the Hernandez clan orchestrated by none other than Cameron County Pct. 2 commissioner Ernie Hernandez and his wife Norma.<br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhDjnnLOXrcnIwo97hkx5o4ayrTJHwm1N_umn5mg3O1WxTP7hweKH8LYSjog-H7Hnwb7bwB_8QZP6Nmg-eO5Hq3YsbxOvFbvOjYu8i1-4qz4AsPZKh8deYJBWBBwzwe0M0yPfGUlrn_4Pc/s1600/sylvia.jpg" imageanchor="1" style="clear: right; cssfloat: right; float: right; margin-bottom: 1em; margin-left: 1em;"><img border="0" height="240" mda="true" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhDjnnLOXrcnIwo97hkx5o4ayrTJHwm1N_umn5mg3O1WxTP7hweKH8LYSjog-H7Hnwb7bwB_8QZP6Nmg-eO5Hq3YsbxOvFbvOjYu8i1-4qz4AsPZKh8deYJBWBBwzwe0M0yPfGUlrn_4Pc/s320/sylvia.jpg" width="320" /></a>You know the Hernandezes Sylvia. </div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Fact is, you are intimately connected to them and demonstrated your alliance with them by siding with their daughter Erin H. Garcia in her run for Justice of the Peace 2-2 against political newcomer Yolanda Begum. During that election massive fraud was committed in plain sight of your party officials and in front of the elections office administrators and no one made a peep about it.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">And you, the supposedly neutral party official who is to treat every candidate impartially, openly sided with the Hernandez camp to help them â" by guile and fraud â" steal the election and pervert the voters' wishes.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">This is a changing of the guard? Or is it, as the Mexican saying goes, <em>"La misma gata como Gilberto Hinojosa, pero revolcada?" </em></div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">If kidnapping the elderly from day care centers and coercing them to vote their way in the confines of a rental van, hauling in mentally-impaired adults and holding them captive while their ballots are filled, manipulating the mail-in votes of people who can't even read or suffer from dementia, and plain taking people's ballots and filling them in to suit your predilections is "encouraging the elderly to come out and vote" we have vastly different ideas of representative government.</div>Is it any wonder, as you stated "that young adults between 18 and 25 are the least likely to vote"?<br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">No, we don't think so.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">With Norma and Ernie sitting back and paying off the long list of politiqueras under their service for delivering the ballots which they then manipulate at will from their lair, do you really think that young people want to "be brought into the electoral process with the aim of learning the importance of serving the community, county and country"?</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">âœThe biggest difficulty is that this is a manâ™s playing field, and as a woman, I will have to work harder, be more diligent and results-oriented so that I can gain that respect," you told the local daily. "Itâ™s going to be a tough job. But accountability and credibility will be key to this position and we can no longer have the same good-old-boy system."â</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Well, no, not exactly. The bulk of the mail-in ballots are handled by a dozen or so female politiqueras who openly flaunt their deceptions upon the electorate and nullify the honest votes. You know that. In fact, you have a blood relation with one one the major offenders.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Yet, you say that you are "convinced that if precinct chairs were engaged more, there would not be a politiquera system."</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Guess what? The politqueras generate more votes (albeit fraudulent ones) than any precinct chair could ever count.</div>Either you denounce the voter abuse that is endemic to your party and distance yourself from the voter abusers like the Hernandez family and the politiquera mnachine, or you can kiss all of your and Gilberto Hinojosa's handwringing about attracting people to the Democratic party goodbye.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-6837399415841183767?l=rrunrrun.blogspot.com' alt='' /></div>

LONG SPINS HIS TALE OF WOE, GIVES CORTEZ A SOAPBOX
---------------------------------------------------------------
By<strong> Juan Montoya</strong><br />Reading the <em>Brownsville Herald's</em> Gary "Too" Long's report on the potential settlement of lawsuits filed by former superintendent Hector Gonzales and former chief financial officer Antonio Juarez against the Brownsville Independent School District, we were struck with how myopic he has become when things didn't go his way.<br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh0DZRcd1JIecvUCG4tjXRDV_hEXnlPT_4u07Ra11eEt1NIXj8jnAVhQJI2N6yugsyOupuFmM073FWGlrZRC8s5G1sHkJ4XYJ2QMUH9njJak5YUvvj7eI9n_Lh7jg9rWFCrr1Ft__muD1I/s1600/GARY+LONG.jpg" imageanchor="1" style="clear: left; cssfloat: left; float: left; height: 133px; margin-bottom: 1em; margin-right: 1em; width: 177px;"><img border="0" height="150" mda="true" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEh0DZRcd1JIecvUCG4tjXRDV_hEXnlPT_4u07Ra11eEt1NIXj8jnAVhQJI2N6yugsyOupuFmM073FWGlrZRC8s5G1sHkJ4XYJ2QMUH9njJak5YUvvj7eI9n_Lh7jg9rWFCrr1Ft__muD1I/s200/GARY+LONG.jpg" width="200" /></a>We remember that he used to mock and point four fingers at trustee Presas-Garcia when she was in the minority and he was content to suck up to the the majority formed by Rick Zayas, Ruben Cortez, Rolando Aguilar and Joe Colunga. Apparently, not being able to resign himself to the fact that that foursome and their hand-picked superintendent Brett Springsteen basically gutted the district financially and left a structural mess for the next group to handle after voters rejected them, he still is.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">In outlining the lawsuits filed by the two men, he basically deems them worthless and interviews Cortez, the GED-challenged trustee who was known as the vendors' scourge when he was on the board. Now, after finagling his way to the Region One board, this tenacious unqualified underachiever is running in November for a place on the Texas School Board of Education.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">In the lawsuits that may be settled today, he has been listed as one of the main perpetrators of the violations that spurred the lawsuit along with Colunga and the others in the former majority.</div>This is what one of the lawsuits (Gonzales') outline of Cortez's actions.<br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">â" February 2007: (Ruben) Cortez visited Gonzales and told him he did not want insurance provider Healthsmart as the new insurance carrier for the district. He told Gonzales that he and the other (co-conspirators) wanted Mutual of Omaha, or any other firm in which (the late) Johnny Cavazos would be the agent. Gonzales said he would not participate in this conspiracy.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">â" March 2007: Cortez approached Gonzales again on the same issue and insisted that Gonzales only recommend one of Cavazos' insurance firms for the upcoming insurance contract. Again, Gonzales refused to join the conspiracy.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">â" Dec. 2007 to February 2008: (Rolando) Aguilar Cortez, and (Joe) Colunga met with Gonzales to discuss their "concerns" regarding the upcoming health insurance contract. They made it clear that they did not want Healthsmart, but one of Cavazos' companies.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhK0UkdpmAe8Sg6Mygqe-ftp9-6njKpHdKcbgHicJ5MRicdrh3WIvXhYV-WYnWHKwSoa_wMmyemMKeZAq2SNIbz7WSUsPhVsMFSMV7pR7d2l5N14lx8SMvKmqUH62djF_cUByEOFrZZ-TA/s1600/cortez.jpg" imageanchor="1" style="clear: right; cssfloat: right; float: right; margin-bottom: 1em; margin-left: 1em;"><img border="0" height="200" mda="true" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhK0UkdpmAe8Sg6Mygqe-ftp9-6njKpHdKcbgHicJ5MRicdrh3WIvXhYV-WYnWHKwSoa_wMmyemMKeZAq2SNIbz7WSUsPhVsMFSMV7pR7d2l5N14lx8SMvKmqUH62djF_cUByEOFrZZ-TA/s200/cortez.jpg" width="133" /></a>â" Sept. 16, 2008: CFO Antonio Juarez recommended AAG/Berkley for the Stop-Loss Insurance contract which was not adopted by the board at that meeting. Afterwards, Cortez visited Gonzales in his office and told him he did not like the recommendation and didn't like "being lied to." Gonzales said he would have Tony Resendez, counsel with Walsh, Anderson, Gallegos, Brown and Schultze to look into the matter. Resendez recommended the matter be handled administratively with a warning to Juarez that perhaps he did "not communicate effectively" to the board.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">â" Oct. 21: Cortez requested a consent item on the agenda related to "apparent misinformation" directed toward board members on insurance contract. Another "superintendent evaluation" was placed on agenda but no action was taken. Aguilar. Cortez, and Colunga all met with Gonzales separately after the meeting regarding Juarez. Each conveyed to Gonzales that they wanted him to fire Juarez for "lying" to them regarding the Stop-Loss insurance contract they wanted to go to Cavazos. They all wanted Gonzales to fire him and then give a recommendation to Cavazos' company.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">When Gonzales didn't fire Juarez, but instead reassigned him to a grant administrator position, Cortez's reaction was immediate.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">â" Upon discovering the reassignment, trustees Aguilar and Cortez went to Gonzales' office outraged. They both screamed "Why didn't you fire Tony? Why didn't you just terminate him?"</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">When Gonzales was fired and sought relief from the grievance process, the lawsuits claims that Cortez and his pals subverted the process so that it became meaningless.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">The majority claimed that Texas Education Agency hearing examiner Victoria Guerra upheld their decision against Gonzales. Yet, the courts have found different and allowed Gonzales and his attorneys to develop their conspiracy claims against the majority. In other words, in contrast to what Long writes, the BISD sees the writing on the wall and is cutting its losses.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">âœIâ™m being told that itâ™s a business decision by the insurance company to settle rather than to continue paying law firmsâ to defend against the lawsuits, Cortez piously told Long. </div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Sure Ruben, as long as it's public money being spent defending you, you're alright with that. <br />The case involving Juarez concerns a lawsuit he filed in January 2009 where he submitted evidence in federal court that board members conspired to force his participation in manipulating BISDâ™s multi-million stop-loss insurance contract. Instead he went to the FBI. That trial is pending to determine whether the non-renewal of Juarezâ™s employment contract was retaliation for going to the FBI. <br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">His attorneys say they are prepared to go to trial if the settlement is not approved. In that case, the federal judge refused â" and a federal appeals court upheld his decision â" to deny Cortez and his pals qualified immunity, meaning they will have to pay any damages to Juarez out of their own pockets if they are not let off the hook. Depending on what decision is reached tonight, Cortez, Zayas, Clounga and Aguilar might have to start saving their pennies. </div>Do Cortez and Long know something the lawyers and state and federal judges don't? Or are they still nursing their wounded pride because neither the local voters nor the courts have seen things through their myopic viewpoints?</div><div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-1724320260655063030?l=rrunrrun.blogspot.com' alt='' /></div>

THEN THERE WERE 11: CANDIDATES FILE FOR BISD BOARD
---------------------------------------------------------------
By <strong>Juan Montoya</strong><br />It didn't quite reach the dozen, but there will be 11 candidates running for three positions this November for the Brownsville Independent School District Board of trustees.<br />Places 3, 5, 6, and 7 are up for grabs. <br />Current trustees Joe Colunga and Rolando Aguilar did not file as candidates by Monday's deadline. However, incumbents Catalina Presas-Garcia and Minerva Peña did file for re-election.<br /><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;"><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgI0imTI5lai-5LUSwTy_MoMGICcaejnKBM4-4baCzSYqYjyq5bUjIr1cAkQJf1-gBJ9ONtjYiKzddWQfaW3rprnBYoThv31l7RqxUMLuqRAlvH8BR2T9d5-FUivGd65002CL2SGKogXas/s1600/electionapple_color.gif" imageanchor="1" style="clear: right; cssfloat: right; float: right; margin-bottom: 1em; margin-left: 1em;"><img border="0" height="279" mda="true" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEgI0imTI5lai-5LUSwTy_MoMGICcaejnKBM4-4baCzSYqYjyq5bUjIr1cAkQJf1-gBJ9ONtjYiKzddWQfaW3rprnBYoThv31l7RqxUMLuqRAlvH8BR2T9d5-FUivGd65002CL2SGKogXas/s320/electionapple_color.gif" width="320" /></a>Garcia-Presas will face teacher Donald Clupper and retired federal employee Juan Manuel "Butch" Barbosa for Place 5. Peña will face Andres Duran and Shirley Ann Bowman for Place 6. And Blast from the Past, Herman Otis Powers, will face Mary Ray and Argelia Miller for Place 3. Former Porter High School principal, transportation director, Veteran Memorial H.S. principal, and Glass Palace administrator and BISD retiree Jose Hector Chirinos will face Hermelinda Gill Martinez for Place 7.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">Voters will have a chance to elect a board majority in November. Christina Saavedra, Luci Longoria and Enrique Escobedo are the only three incumbents who won't have to run for their positions this go-round.</div><div style="border-bottom: medium none; border-left: medium none; border-right: medium none; border-top: medium none;">As the campaigns gear up for the November election, we're sure that the candidates will make their appeal based on their performances in their respective fields. To be charitable, we would rather say that the cup is half-full rather than the other way around when we glance over the qualifications of some of these candidates. Ultimately, it will be the voters who will decide who will sit on the decisions that will affect some 7,000 employees and 50,000 studentns in 57 schools and distribute a $500 million budget.</div>Hopefully, we will chose wisely.<div class="blogger-post-footer"><img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/6016803033174468094-655103497309752887?l=rrunrrun.blogspot.com' alt='' /></div>
